Job description

The Central Transportation Planning Staff of the Boston Region Metropolitan Planning Organization (MPO) is seeking a Vision Zero Transportation Planner to join the Multimodal Transportation Planning and Design team. The MPO was recently awarded a United States Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) grant for $2.7 million to develop a Comprehensive Safety Action Plan for the 97 cities and towns in the Boston region. The Vision Zero Transportation Planner will manage a team of consultants and provide expertise as needed to develop the Safety Action Plan. The Safety Action Plan will include a safety and equity analysis, a robust public engagement process, a policy analysis, and recommendations for safety improvements. This is a unique and exciting opportunity to shape the roadmap toward a safer, more equitable Boston region and unlock additional funding opportunities for implementing significant safety improvements.Responsibilities will include the following:
* Manage the development of the comprehensive Safety Action Plan for the MPO ensuring that it meets USDOT's SS4A grant program requirements.
* Oversee and direct consultant's work including scope, schedule, task prioritization, budget parameters, and MPO-agency coordination.
* Establish a framework for a Vision Zero Task Force and facilitate meetings.
* Coordinate with government agencies, members of the public, advocates, and other stakeholders.
* Assist in community engagement processes using diverse approaches.
* Translate data summaries to assess implications and provide insights for safety project- and policy-related decisions.
* Develop safety strategies, define project priorities, and generate ideas for implementation.
* Collaborate with stakeholders and present on potential policy and safety project improvements.
* Coordinate and oversee the messaging, graphics, and narratives of websites, brochures, reports, and other documentation and communications materials.

Required
* A bachelor's degree in transportation, urban or regional planning, engineering, public administration, business management, or a related field, plus at least four years of relevant experience; or a master's degree in the fields listed above, plus at least two years of relevant experience
* At least two years of Vision Zero or transportation planning experience in a project management capacity. Project management experience should include contracting; managing scope, schedule, and budget; and managing risks and adjustments
* Considerable knowledge of the theory, principles, and techniques of the transportation planning process
* Knowledge of the Safe System approach and Vision Zero initiatives
* Familiarity with and interest in sustainable transportation, equity, and social justice
* Excellent verbal and written communication skills, including the ability to synthesize complex quantitative and qualitative information into concise, well-organized narratives
* Strong project, budget, and time management skills with a proven ability to meet deadlines and prioritize tasks
* Experience facilitating meetings and presenting to elected officials, advisory boards, and the public
* Ability to collaborate with a diverse range of public agencies, private consultants, and community groups
Preferred
* Experience working with Asana and other related project management software
* Familiarity with federal transportation legislation, including the Bipartisan Infrastructure Law
* Knowledge of safety-related policies
* Knowledge of design guidelines and standards (AASHTO, NACTO, FHWA, and ITE)
* Previous MPO experience and knowledge of the MPO process
* Knowledge of the Boston region and its transportation system
* Advanced proficiency in Spanish (bilingual candidates are encouraged to apply)This is a full-time position and the starting salary range is $75,000-$95,000 annually, contingent upon qualifications and experience. The Central Transportation Planning Staff of the Boston Region Metropolitan Planning Organization is a public agency made up of a passionate group of Transportation Planners, analysts, modelers, programmers, and engineers working to address the Boston region's transportation challenges. The agency's deep transportation knowledge is an essential asset to the Massachusetts Department of Transportation, the Massachusetts Bay Transportation Authority (MBTA), regional transit authorities, cities and towns within the region, as well as other agencies and stakeholders.
The agency has a hybrid schedule, combining time in the office with remote work. Employees must reside within a commutable distance from the Central Transportation Planning Staff's office, which is located in downtown Boston, in a transit-oriented and bicycle-friendly area.
Candidates must have legal authorization to work in the United States and a valid driver's license and/or the ability to arrange transportation to meetings in different parts of the region. All employees are required to provide proof of COVID-19 vaccination.
