Job Description
Position Summary: We are seeking an experienced Regional HR/Payroll Director to oversee HR and payroll functions for multiple skilled nursing facilities in multiple states, while providing support and training to our HR/Payroll team. In this role, you will offer direction and guidance to HR/Payroll personnel in various locations, ensuring compliance with policies, regulations, and federal laws such as ADA, EEO, Family Medical Leave Act, and discrimination laws. Responsibilities include managing payroll activities, coordinating with HR, payroll, and accounting departments, advising facility HR/Payroll staff, optimizing payroll processing efficiency, and spearheading HR and payroll projects and audits. This position also involves traveling to facilities to provide training and conduct audits, as well as filling in when necessary.
Principal Responsibilities:
- Provides direct HR/Payroll support to Administrators and HR/Payroll staff in multiple facilities.
- Conducts HR/Payroll audits both in-person and remotely, encompassing wage approvals, accurate recording of work hours, breaks, and attendance.
- Collaborates with department heads and HR/Payroll staff to facilitate their duties concerning employee matters, including the creation and delivery of HR-related training sessions.
- Trains and audits HR/Payroll staff in maintaining confidential employee personnel files, ensuring compliance with relevant laws.
- Leads and oversees HR functions, including but not limited to disciplinary procedures, incident investigations, recruitment and retention, payroll, benefits administration, workers' compensation/OSHA compliance, and mandated federal and state reporting.
- Provides coaching to HR/Payroll staff on conflict resolution and employee relations issues as needed.
- Works with HR and payroll teams to implement system changes and integrations.
- Collaborates with management HR and Payroll teams on projects related to HR/Payroll.
- Interprets policies to ensure consistency and compliance.
- Ensures accurate recording of agency hours in the payroll system for PBJ (Payroll-Based Journal) purposes and oversees PBJ review and filing.
- Ensures Florida facilities receive daily PPD (Patient Per Day) reports.
- Manages accruals, vacation, sick time usage, and documentation.
- Conducts audits of HR/Payroll-related programs such as the Modified Compensation program.
- Manages workers' compensation and OSHA data recording and reporting.
- Provides support for recruitment and staffing activities across all positions.
- Assists senior management in annual reviews and the administration of the organization's wage and salary program.
- Conducts analysis on retention, compensation, benefits participation, and other relevant areas.
- Assists in coordinating benefits and payroll for facility employees, including managing paid and unpaid leave.
- Stays updated on regulation changes and ensures company compliance with federal, state, and local employment laws.
- Develops policies and programs for effective employee management, including employee relations, affirmative action, sexual harassment prevention, and grievance procedures.
- Assists upper management in investigations involving legal implications.
- Performs additional duties as assigned.
Skills and Education:
- Bachelor's Degree or equivalent in a related field.
- 5+ years experience in HR.
- 3+ years experience in Payroll.
- Healthcare experience preferred; long term care experience highly preferred.
- Managerial or supervisory experience.
- Proficiency in Microsoft Office and payroll software.
- Strong knowledge of HR/payroll processes and relevant legal regulations.
- Excellent communication skills, both verbal and written.
- Strong math and analytical skills.
Overnight travel required.
