JOB SUMMARY:
The Recruitment Specialist is responsible for managing the full life cycle of recruitment and workforce strategy development and implementation for Goodwill. This includes sourcing, attracting, screening, and hiring qualified candidates to meet staffing needs. This position will develop and execute recruitment strategies to ensure hiring goals are met with the best possible talent.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications and skills required for position.
- Creates and maintains position requisitions in applicant tracking system, ensuring jobs are posted to and removed from company website in accordance with posting standards. Posts open jobs to Maryland Workforce Exchange and other external recruitment sources as necessary. Maintains disposition information for all requisitions in compliance with EEO and AAP requirements.
- Generates and maintains recruitment and open positions reports.
- Reviews resumes and applications; pre-screens candidates and coordinates with hiring manager to ensure most-qualified candidates are considered and hired
- Makes job offers, initiates offer letters and processes requests for pre-employment screenings, including criminal background checks, educational verifications and drug testing; tracks results of pre-employment screenings, sending out adverse action and/or withdrawal of offer letters when necessary
- Notifies hiring manager when pre-employment screenings are completed and new hire is eligible to start employment. Coordinates start date with new hire and hiring manager. Communicates about new hire requirements and assists with electronic paperwork as needed.
- Establishes and maintains contact with referral sources, business affiliates and public sectors. Finds new and creative ways to source candidates and generate a diverse pipeline of candidates
- Participates in job fairs, on-site and offsite, representing Goodwill Industries of the Chesapeake.
- Advises and consults with managers and employees to resolve recruiting issues; develops, implements, and evaluates recruiting strategies
- Works with supervisors to improve start rate and retention through the first 30 days, partnering also with the Talent Development Team
- Serves as subject matter expert for recruiting software
- Reconciles monthly invoices for pre-employment screenings ensuring charges are correct and obtains additional information from vendor if necessary.
- Ensures compliance with HR policies as well as all current legal requirements
- Works with marketing department to write and place job advertising in various media
- Maintains timely and effective communication with hiring managers
- Is knowledgeable and keeps current on applicable laws relative to employment, onboarding and hiring.
- Coordinates Employee Referral program and ensures referral payments are processed accurately and timely
- Other duties related to the essential function of the position may be assigned.
EDUCATION AND/OR EXPERIENCE:
- Bachelor’s degree in Human Resources, Business, Psychology or related field preferred; High School Diploma/GED required
- Three years prior HR experience with a minimum of two years in recruitment; relevant experience in recruiting retail or similar employees preferred
- Bi-lingual is a plus
CERTIFICATES, LICENSES, REGISTRATIONS:
- Valid state driver’s license

PHYSICAL REQUIREMENTS:
Lifting up to 10 pounds maximum and occasionally lifting and/or carrying such articles as dockets, ledgers and files. Walking and standing are occasionally required. Frequently required to use hands and fingers to hold, handle and feel objects, knobs, keys and/or buttons
WORK ENVIRONMENT:
General office environment where the employee is infrequently exposed to moving mechanical parts, wet and/or humid conditions, fumes, airborne particles or outside weather conditions. The noise level is usually quite.
