General Description:This position engages faculty, College Administration, and staff to establish trusting, collaborative relationships directed toward the goal of attracting and retaining a competitive workforce; posts job vacancies; coordinates the hiring process including applicant screening, reference checks, job offers, and post-interview discussions; provides consultation to departments regarding employment practices and procedures; assists HR by facilitating new employee orientation (NEO) ensuring a meaningful and effective new employee orientation process; partners with HR and all internal partners to maximize the effectiveness of the hiring process; and develops and executes comprehensive, effective onboarding processes to ensure an impactful candidate/new hire experience.

Minimum Education/Experience:Bachelor’s degree from an accredited institution
Minimum (2) years’ full time work experience in a human resources discipline.
Equivalency/Substitution: substitute (4) years’ full-time work experience in a human resources discipline in lieu of degree for a total of (6) years’ of experience.

PHYSICAL/MENTAL DEMANDS AND WORKING CONDITIONS:
The work is primarily sedentary work which requires the person in this position to occasionally exert up to 10 pounds of force to grasp, lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:
This position requires the person to frequently move about the HR Office and the OCCC campus.

Job Duties (Duties Assignment Statement):Facilitate new employee orientation (NEO) ensuring a meaningful and effective new employee orientation process to provide an impactful employee experience experience.
Reviews vacancies in anticipation of recruitment to ensure appropriate classification; develops and documents procedures to streamline processes and ensure compliance with regulatory requirements.
Assists HR team in ensuring that all new employees are thoroughly onboarded which is necessary to help ensure retention and successful employment; coordinates the College’s employment procedure with hiring managers providing guidance and support at every step of the process as needed; communicates with faculty, College Administration, staff, applicants, and the public for the purpose of providing information and assistance concerning employment; and monitors a variety of processes ensuring efficient processing of applications.
Consults with hiring managers regarding recruiting needs; provides counsel on venues to recruit for position vacancies; prepares internal notices; identifies sources for applicants; and designs, coordinates, and places advertisements in publications for the purpose of Recruiting and attracting qualified applicants.
Establishes recruitment timelines for posting positions, evaluating applicant pools, screening applicants, and scheduling interviews; interprets transcripts, employment records, and employment regulations for the purpose of ensuring compliance with regulatory requirements; observes interviews and facilitates post-interviews with hiring teams; builds consensus; makes and negotiates job offers; mails job offers; administers the College’s background check and drug testing policies to ensure compliance; and initiates hiring process for new hires (creates personnel action forms, monitors background checks, sends emails to teams to update them on the hiring process).
Provides support to departments in all hiring processes related to the hiring of student employees; develops and provides training regarding hiring practices and procedures, the background check policy, reference checks, and other topics as needed; develops and maintains positive working relationships with internal and external customers; advises the Vice President for Human Resources (HR) on significant matters; and supports the other members of Human Resources in the achievement of their goals and operational responsibilities.
Engages in individual professional development; attends training, workshops, etc. for knowledge of changes or trends related to employment and compensation.
Participates in on-campus and off-campus job fairs.
Is responsible for the day-to-day activities associated with the recruitment and Onboarding of new employees; schedules all onboarding and New Employee Orientation appointments; oversees quality control and timely processing of all hiring activities; provides training and technical support to end-users on all related systems and applications; oversees the applicant tracking process, including troubleshooting and resolving applicant inquiries; advises and trains hiring managers and search committees on all aspects of recruiting to ensure fair, inclusive, and efficient searches; develops employment advertisements; determines ad placement; and schedules in appropriate media.
Reviews current processes to determine if they are efficient and effective; makes recommendations for process improvements; and develops and participates in the implementation of new systems and processes.
Collaborates with other team members for group onboarding events to ensure targeted employee groups are efficiently onboarded with all information and system updates completed in a timely manner; works on projects; and performs other job duties as assigned.
