We are seeking a Recruiter (Human Resource Analyst 1) to join our Human Resources team. This is a permanent, full-time position in management service.
This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. This position may need to report to the Salem office or job fairs likely once per month. Remote work is embraced to the fullest extent possible without interfering with business.

As a member of our recruitment team, you'll be at the forefront of sourcing top-tier talent for over 600 positions within our agency. From strategizing with managers to crafting compelling job postings and leveraging innovative recruiting techniques, every day presents new opportunities and challenges.
In a typical day, you may:
  • Conduct intake meetings with managers to strategize talent needs.
  • Create inclusive job postings for highly specialized positions.
  • Participate in meetings with recruiters across the State of Oregon to learn about innovative processes, best practices, and advanced recruitment techniques.
  • Manage all aspects of the recruitment life cycle, including posting, sourcing, selection, negotiation, onboarding.
  • Review data and collaborate with the recruitment team to analyze information, aiming to enhance the recruitment process.
  • Engage with both active and passive job seekers on platforms like LinkedIn.
  • Network with attendees at job fairs.
  • Offer guidance and technical assistance to employees and customers as needed.

What are we looking for?
Candidates must have a minimum of:
  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study; OR
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience; OR
  • Three years Human Resource paraprofessional or technical-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of Human Resource professional-level experience.
Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of Human Resource professional-level experience.
In addition, we are seeking these skills and experience:
  • Knowledge of, or ability to learn, full-cycle recruitment.
  • Knowledgeable in Federal and State employment laws, policies, and HR best practices.
  • Digital fluency in Microsoft Office and a quick learner of new software.
  • Demonstrates strong communication, organization, and customer service skills with meticulous attention to detail.
  • Proactive, adaptable, and optimistic with efficient coordination of mini projects or multi-step processes.
  • Willing to take on new responsibilities, support colleagues, and embrace challenges with a growth mindset.
  • Functions as a collaborative team player capable of working independently when needed.
  • Quick learner with adept information retention abilities.
  • Committed to ongoing development in unconscious bias, anti-racism, and diversity, equity, and inclusion.
  • Excellent time management skills, consistently meeting deadlines, and possessing exceptional verbal and written communication skills with strong organizational abilities.

  • Salary Range: The range listed is the non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
