POSITION SUMMARY: Innovatively plans, organizes and supervises all aspects of assigned events, activities, programs, facilities, or operational functions including detailed preparation, marketing, sponsorships and supervision to efficiently coordinate recreation operations for the City.
SUPERVISION RECEIVED: This position reports to the Administrator, Deputy Administrator, or designee.
SUPERVISION EXERCISED: Supervises full & part-time staff, instructors, seasonal employees, contractual providers, event vendors and volunteers as assigned. Exercises supervision as Manager on Duty for Centers and Divisions as assigned.
Essential Function Duties and Responsibilities
  • Manages and supervises assigned operations to achieve goals within available resources; surveys need of the community and modify or create programs, accordingly; administers operations for all ages
  • Responsible for the supervision, program plans and workloads of reporting staff, contractors and volunteers including staff assignments and staff payroll; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs changes as needed.
  • Develops programs events and activities for the public that meet the social and recreational needs to the community and promotes equality level of service.
  • Manages contractual providers and the quality level of the service those providers provide to the community. Takes appropriate action to address issues related to contractual programs.
  • Manages scheduling staff and facilities to accommodate operational needs.
  • Follows and implements all City and Departmental policies and procedures as described in the Recreation Department's manuals and Standard Operating Procedures.
  • Monitors revenue and expenses and supervises daily financial procedures and maintenance as required by operations.
  • Keeps accurate records of daily inspections and maintenance as required by operations.
  • Provides a safe and enjoyable environment for the public.
  • Prepares necessary contracts, forms and administrative tasks according to policy, process and procedure with a great attention to detail.
  • Develops and gives presentations as needed.
  • Prepares detailed work orders, plans and communicates effectively with staff to accomplish well coordinated operations.
  • Determines material, equipment, facility, supervision or instruction needs for each activity; supervises special interest programs.
  • Assures that assigned areas of responsibility are performed within budget; maintains necessary records and assists with reports, responsibility for accurate expense and revenue budget t preparation and monitoring revenues and expenditures to assure sound fiscal control.
  • Provides information for proposing short and long-range plans and statistics for operations including program budget worksheet. Effectively analyzes operations and makes suggestions for change to improve service delivery.
  • Prepares a variety of brochures, calendars, letters, news releases, flyers and related communications regarding programs.
  • Identifies and Assists with financial support through securing grants and sponsorships.
  • Promotes interest and provides information regarding operations to school officials, other recreation officials, community service groups, other departments, and to the public; responds to public inquiries to promote positive goodwill within the community.
  • Performs a variety of miscellaneous duties such as answering phone, typing correspondence, running errands, picking up supplies needed for operations, conducting classes for youth and teens, making arrangements for use of recreation facilities and transportation, helping set up facilities for operations, schedule staff and volunteers.
  • Troubleshoots issues and problems as they arise for tasks associated with position and MOD responsibilities using the best professional knowledge and applying the policies, procedures and philosophies of the Department.
  • Seeks out, reviews and selects the highest possible level of professionals for operations within area of responsibility.
  • Coordinates and directs all logistical aspects of assigned operations. Provides support to other operations as assigned.
  • Executes all necessary administrative duties related to assigned projects for the Department.
  • Assumes responsibilities of the - Manager in his/her absence.
  • Responsible for emergency response per policy.
  • Assumes the responsibilities and duties of subordinate staff, including but not limited to, any necessary certification and training required by operations.
  • Performs any other duties as required.

PERIPHERAL DUTIES:
  • Assists in the recruitment and selection of part-time and seasonal staff.
  • Serves as a member of various employee committees, as assigned.

Minimum Qualifications
  • Bachelor's degree in Parks and Recreation Administration or related field.
  • Minimum of two years' professional experience, or
  • Any related combination of education, training and experience

Special Qualifications/Preferences
  • Florida Recreation and Parks Association and Florida Festival and Events Association membership/or preferred.
  • CPRP certification preferred
  • Valid Florida State Driver's License with a good driving record
  • Driver's license endorsement for operating a bus with passengers (in designated positions)
  • Certifications and training as required by specific position responsibilities.

Within 6 months of hire the following is required:
  • Valid CPR-infant, child and adult
  • Valid First Aid
  • Valid AED training
  • Valid CDL- Class C with P endorsement

Eligibility:Coverage in the City's group insurance plans begins the first of the month following thirty (30) days of employment.
Health Insurance:Choice of three (3) plans provided through Florida Blue. Employee contributions are required toward the cost of this insurance on a bi-weekly basis as follows

On-Site Employee Health and Wellness Center:Available for use by employees, spouses and dependents enrolled on the City's Health Plan. No-copays for doctor's visits, labs, physicals, or prescription drugs dispensed at the Center
Dental Insurance:PPO plan offered through Humana, provided at no cost
Life Insurance:Two (2) times annual salary up to a maximum of $100,000 provided at no cost
Short Term Disability:Non-probationary employees eligible for 60% of salary up to 26 weeks, provided at no cost.
Long Term Disability:60% of salary up to $5,000 monthly, provided at no cost
Employee Assistance Program: Six (6) visits per calendar year, per issue, provided at no cost.
Wellness Program: Voluntary wellness initiatives that promote and reward health awareness.
Pension Plan:Provided through the Florida Retirement System (FRS). Choice between the Investment Plan with a one (1) year vesting schedule, and the Pension Plan with an eight (8) year vesting schedule. Mandatory 3% pre-tax contribution.
Holidays:Eleven (11) days per calendar year. One (1) Floating Holiday per calendar year.
Personal Leave:Sixteen (16) hours accrued monthly used for vacation, illness, or personal time away from work Personal Leave is tiered based on years of service and increases overtime.
