Job Summary:

A multi-faceted role that collaborates closely with the Recreation and Culture Director to develop and implement a diverse range of recreational programs, events and activities tailored to the needs and interests of the community. Provides guidance and support in the department to foster a culture of collaboration and engagement both internally and within our community. Work is performed under the general supervision of the Recreation and Culture Director, and supervises several part-time employees and one full-time employee.


Salary, Benefits, and Work Schedule

Salary:

$19.02 - $24.04 per hour, depending upon experience and qualifications

Schedule:

  • Monday - Thursday 7:30 a.m. – 5:30 p.m., Friday 7:30 - 11:30 a.m.
  • Occasional evenings, weekends and selected holidays

Essential Functions

  • Program Development: Collaborate with the Recreation and Culture Director and Event Planner to develop, spearhead and implement a diverse range of recreational programs, events, and activities for the benefit of the community
  • Marketing, Promotion, and Media Engagement: Develop and implement marketing strategies to promote programs and events, utilizing various channels such as social media and other community outreach initiatives such as press releases, partnerships, and interviews
  • Webpage Management: Oversee the development, maintenance, and content management of the department's webpage to ensure it serves as an informative and engaging platform for community members, and coordinate with the IT department to ensure continuous improvement
  • Staff Supervision: Provide leadership and supervision to the Recreation & Culture staff, including hiring, training, scheduling, and performance evaluation, to ensure high-quality service delivery
  • Budget Management: Assist in the development and management of departmental budgets, including forecasting expenses, monitoring revenues, and allocating resources effectively to support program goals and objectives
  • Event Coordination: Oversee the coordination of special events and recreational activities, including issuing permits, coordinating logistics, and working with event staff and other departments to ensure successful execution
  • Administration of Contracts: Manage contracts and agreements with vendors, contractors, and service providers for the procurement of goods and services related to parks maintenance, facility rentals, and program supplies; ensure compliance with contract terms and negotiate favorable terms to optimize departmental resources
  • Facility Management: Oversee the maintenance, scheduling, and utilization of parks, recreation centers, sports fields, and other recreational facilities to ensure optimal functionality and safety
  • Communication and Operational Excellence: Communicate continually and effectively with staff at the Parks Department, Museum, Community Center, Redbud District, and Golf course to ensure quality, efficiency, and collaboration in operations
  • Effective Citizen Communication: Facilitate clear and accessible communication channels to provide timely assistance and support to citizens, ensuring transparency, responsiveness, and ongoing service improvement
  • Community Engagement: Foster positive relationships with community stakeholders, including residents, local organizations, and businesses, to promote participation in recreational programs and garner support for department initiatives
  • Future Planning and Needs Assessment: Anticipate and plan for upcoming needs in recreation and cultural services by conducting thorough assessments to identify potential challenges and opportunities, and developing proactive strategies to address emerging community needs
  • Policy Compliance: Ensure compliance with local, state, and federal regulations governing parks and recreation operations, including safety standards, accessibility requirements, and environmental regulations
  • Risk Management: Identify potential risks and hazards and implement appropriate safety measures and emergency procedures to mitigate risks and ensure safety
  • Continuous Improvement: Stay abreast of industry trends, best practices, and emerging technologies in parks and recreation management to enhance program offerings
  • Competitive Bidding: Coordinate the competitive bidding process for major projects, purchases, and services; solicit bids from qualified vendors, evaluate proposals, and recommend selections based on cost-effectiveness, quality, and compliance with specifications
  • Developing Protocols & Procedures: Ensure consistency in service delivery and promote streamlined efficiency through the implementation of best practices and standardized procedures
  • Performs other duties as directed in a manner which supports the vision, goals, and strategic objectives as well as the overall effectiveness of the organization


Position Requirements

Minimum Qualifications, Experience and/or Education
    • High School Diploma or GED Equivalent
    • Valid Oklahoma Driver’s License
    • Self-motivated individual with a drive and passion for serving others
    • Minimum of one year of experience in a supervisory capacity
    • Ability to communicate both verbally and in writing, and interact effectively and professionally with co-workers, managers, subordinates and the general public
    • Demonstrate organizational skills to effectively supervise day-to-day operations of programs, events and staff
    • Proficient computer experience in Microsoft Office Suite
    • General budget/bookkeeping education, training and/or experience helpful

    Preferred Qualifications, Education, Experience and/or Certifications:

    • College degree and/or training related to Recreation Administration, or an equivalent combination of education, training and relevant experience is highly desired

  • Physical Requirements & Working Conditions

    Work is performed in an indoor office setting and controlled temperature conditions, as well as occasionally in an outdoor environment with moderate to loud noise levels, and varying temperatures and elements. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department policies and procedures.

    Tasks may typically require some combination of sitting or standing for extended periods of time, as well as standing in an outdoor setting, and walking, reaching, handling, feeling, repetitive motion, hearing, and mental and visual acuity. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. May occasionally be required to bend, stoop, kneel, reach, push, and pull. Must be able to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
