Examples of Duties

Job Purpose
Under general supervision, plans, organizes, and supervises Recreation and park programs in a large park or a highly complex community of the County.
Essential Job Duties


  • Plans, directs, and manages diversified Recreation and Parks programs for a wide variety of groups including all ages and special populations at various schools, community colleges, community buildings, open space and leased sites, or in a very large park.
  • Organizes, schedules and conducts diversified leisure programs which may include athletics, fitness, nature, and arts and sciences.
  • Directs and participates in County-wide and area-wide events.
  • Organizes and directs community events and tournaments.
  • Conducts surveys to determine County interests and needs and cooperates with county and community agencies to promote recreation programs.
  • Develops and promotes fund raising activities.
  • Meets with school administrators and others to schedule and/or arrange the use of buildings, parks and other facilities by the public.
  • Ensures safety standards and required maintenance and/or custodial services are provided at the site.
  • Attends meetings of civic and social organizations in the community.
  • Acts as an administrator for the facilities and programs for the department.
  • Publicizes Recreation and park programs in newspapers and distributes informational materials to libraries and other community establishments to promote leisure services.
  • Prepares budget estimates and assists in preparing financial statements.
  • Assists in the purchase, inventory, and storage of supplies and equipment.
  • Compiles program and facility reports as needed.
  • Trains, supervises, and coordinates the work of subordinate full and part-time staff and volunteers.
  • Sets priorities, interprets departmental policy, and manages site.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in Recreation and Parks, physical education, business or public administration, behavioral or health sciences, education, or a closely related field;
Plus
At least two (2) years' progressively responsible experience in supervising a wide variety of organized recreation activities in a small community setting.
Education beyond a bachelor's degree in one of the fields listed above may be substituted on a year-for year basis.
Additional qualifying experience may be substituted on a year for year basis for the required education.
Knowledge, Skills and Abilities (Entry Level)

  • Knowledge of the principles, practices, and theory of programming recreational and leisure activities.
  • Knowledge of adaptive recreational programs.
  • Knowledge of the development and assessment of leisure activities for a community.
  • Skill in developing, organizing and directing diversified recreational activities.
  • Skill in planning and scheduling the use of buildings and other facilities.
  • Skill in publicizing recreational activities.
  • Skill in maintaining recreational and park facilities.
  • Ability to recruit, train and supervise subordinate recreation personnel, both salaried and volunteer.
  • Ability to suggest, organize and conduct fund-raising events.
Knowledge, Skills and Abilities (Full Performance)
  • Knowledge of County and departmental rules, regulations, policies, and procedures.
  • Knowledge of departmental Recreation and Parks programs, services, and operations including therapeutic recreation services.
  • Knowledge of the scope of services provided by community agencies.

  • Skill in representing the County at Recreation and Parks council meetings and other community events.
Licenses and Certificates
Possession of a valid license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.
Proof of Licenses, Certifications and Education
Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance
