Job description

Summary
This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As a Realty Specialist, you will analyze and evaluate proposed acquisitions and disposals; and provide support for appropriate personnel on adequacy of actions, alternative options and of impact on SC and outside entities (i.e., Federal agencies, State and local governments and the general public) that will result from such action.

Duties
As a Realty Specialist, you will:
  • Independently develop and prepare leases, easements, licenses, and special use permits and submit completed projects for appropriate coordination with Headquarters (HQ) officials.
  • Prioritize actions to complete routine actions such as the lease of DOE property to commercial organizations, sites for energy demonstration projects, and the completion of utilization surveys for major DOE areas of responsibility to determine availability to the public for alternate use.
  • Evaluate and negotiate less complex lease proposals from commercial organizations involving moderate legal, security, financial, personal property, and environmental and safety and health issues.
  • Review appraisals submitted by contractors to determine fairness and reasonableness of lease acquisitions or other agreements requiring appraisals of fair market value, and provides a review certificate recommending approval of the appraisal.

  • At the GS-11 grade level, the incumbent must be able to obtain and maintain a Certified Realty Specialist (CRS) Level I certification within 18 months.
  • At the GS-12 grade level, the incumbent must be able to obtain and maintain a Certified Realty Specialist (CRS) Level II certification within 18 months.
  • This position is included in a Bargaining Agreement.
  • This position is a remote restricted position. The incumbent is require to live within 50 miles of Lemont, IL or Oak Ridge, TN.

Qualifications
GS-11 GRADE LEVEL EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting all of the following below:
  1. Reviewing appraisals submitted by contractors to determine fairness and reasonableness of lease acquisitions or other agreements requiring appraisals of fair market value
  2. Developing and preparing leases, easements, licenses, and special use permits.

OR
Successfully completed a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.
OR
Possess a combination of education and experience that together meets the requirements for this position.
GS-12 GRADE LEVEL EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as meeting all of the following:
  1. Evaluating and negotiating less complex lease proposals from commercial organizations involving moderate legal, security, financial, personal property, and environmental and safety and health issues.
  2. Coordinating real property and initiatives in support of other programs Real property reviews including unrestricted access to classified equipment and facilities in order to accomplish customer requests for services.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.

Education
If substituting education for specialized experience you must submit proof of your qualifying education. Failure to provide college transcripts may result in a rating of 'Ineligible'. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. There is no substitution of education for specialized experience at the GS-12 level.
