Task Description:
RPA analyst assists the Air National Guard (ANG) Readiness Center A4 Real Property personnel in providing technical assistance to installation-level staff for Real Property system of record accountability, audit remediation, compliance with Air Force Real Property guidance, inventory, and Real Property transactions management.
RPA must have experience with DoD Real Property processes and guidance. When circumstances necessitate, the RPA assists with the execution of Real Property functions. RPA will be required to operate within Air Force Real Property System of Record, NexGen IT, and should have proficiency in basic software applications such as Microsoft Word, PowerPoint, Excel, Outlook, and Adobe Standard. RPA will team with four other contract RPAs to collectively provide subject matter expertise and technical assistance to Air National Guard installation Real Property staffs in completing real estate transactions, inventory, and accountability actions. RPA will be familiar with all areas but will be expected to provide a deeper level of expertise in Real Property Transactions or Inventory and Accountability.
Inventory and Accountability:
Primary focus for this role is to advise installation staff in completing tasks issued by the A4 staff and interpreting Air Force Civil Engineer Center (AFCEC) guidance to provide amplifying guidance and coaching to installation staffs. RPA will pull reports, review data, identify anomalies, and make corrections as necessary in coordination with installation Real Property elements. Inventory and Accountability tasks include: Existence and Completeness (E&C) inspections, cyclical inventories, boundary inspections, the development and implementation of a self-inspection program, and the management of key supporting documents (KSDs) actions.
Transactions:
RPA will provide the following Real Property transaction support to installations:
preparation, review, and processing of required documents related to acquisition, disposal, utilization, and management of government property. RPA will advise installations with preparation, management, and maintenance of real estate in-grants, out-grants, acquisitions, and disposal packages, support annual compliance inspections, and advise the installation on McKinney-Vento Assistance Act actions. Additionally, the RPA will assist with coordination and validation of space requirements to include support agreements and work with bases to ensure support agreements are uploaded to the NGB/A4 Support Agreements Library Tool.
Travel:
When directed by ANGRC/A4 staff, the RPA will travel to provide on-site assistance to base-level staffs at Air National Guard installations , estimating 8-12 sites per year for approximately one week each . RPA will conducts Staff Assistance Visits/Inspections to units of assignment to evaluate effectiveness of real estate execution management objectives and provide additional training emphasis on real estate execution actions assisting with recommendation to resolving complex real estate problems and projects as appropriate. RPA may also travel as approved by A4 for training or other conferences.
