POSITION SUMMARY:
Under the Director of Interim Housing, the Re-Entry Program Manager oversees the Residential Re-Entry Program within ECS's Interim Housing Department.
This role involves providing welcoming, safe, and secure temporary housing for individuals reintegrating into society after incarceration. The Program Manager will ensure participant compliance with program structure, collaborate with justice team members, and supervise the Interim Housing Monitors.
PRIMARY DUTIES AND RESPONSIBILITIES OF THE PROGRAM MANAGER:
- Develop, oversee, and achieve goals of the Residential Re-Entry Program.
- Ensure the safety and security of participants and the program environment.
- Supervise interim monitors, including training, scheduling, and performance evaluation.
- Implement metrics and tracking methods to monitor program performance effectively.
- Conduct program intake, orientation, and community meetings.
- Provide support services to aid participants in connecting with permanent housing.
- Offer crisis intervention and conflict resolution using a restorative justice approach.
- Maintain accurate program documents and analyze data for continuous quality improvement.
- Utilize trauma-informed, housing-first, motivational interviewing, and harm reduction approaches in service delivery.
- Demonstrate flexibility and adaptability to respond to evolving program needs and challenges.
- Stay abreast of best practices, trends, and developments in re-entry programs and related fields.
- Adhere to all ECS policies and procedures.

REQUIREMENTS:
- High school diploma or equivalency.
- Minimum two years of supervisory experience.
- Preference for lived experience of homelessness or incarceration.
- Knowledge of the criminal justice system, re-entry issues, and community resources.
- Clearance from CDCR.
- Ability to work effectively with a diverse population, including individuals with complex needs and backgrounds.
- Excellent de-escalation and conflict management skills.
- Effective communication skills, both verbal and written.
- Excellent interpersonal skills.
- Ability to manage confidential information with discretion and professionalism.
- Proficiency in Microsoft Office Suite and case management software.
- Flexibility to work occasional evenings, weekends, and holidays as needed.
- Commitment to the mission, values, and goals of ECS.
OTHER REQUIREMENTS:
- Must undergo finger image screening and annual TB screening.
- Ability to meet the physical requirements of the position, including standing, sitting, walking, reaching, bending, twisting, pulling, and lifting to thirty pounds.
