Job Title: Racial Equity and Social Justice Administrator (WMS02)
Location: Work is mostly located onsite within Region 5 () Physical location negotiable within the region.Closes: Dec 21st, 2023

This position will lead and represent Region 5 in the program areas of Child Welfare Field Operations Services; Diversity, Equity & Inclusion. As such, this position leads Region 5 professional staff and community partners in development and implementation of our Racial Equity and Social Justice policy, regional & local training, and technical support to staff, regional leadership, and community members to enhance Racial Equity and Social Justice.
This position will participate in statewide DEI activities within DCYF. Together with the statewide team, they will provide consistency in meeting DEI goals and contribute to moving forward DEI initiatives and help start conversations related to culturally sensitive workplace activities. This position is responsible for the integration of Diversity, Equity and Inclusion values and goals within the Child Welfare practice, policy implementation, community stakeholder relationships, and workforce recruitment, onboarding, and professional development activities.
The Opportunity:
Within the Region 5 DCYF Child Welfare, this position reports to the Regional Administrator and provides agency wide leadership, direction and guidance to implement the agency's Equity and Social Justice strategy and establishes effective two-way relationships with key community partners, stakeholders, and organizations that represent or serve populations experiencing systemic inequities, including racism and other forms of oppression.
This position is responsible for providing professional, expert level consultation and advice on incorporating Racial Equity and Social Justice at the forefront of all work goals and plans both internally and externally. Using data driven and research-based strategies, including but not limited to liberatory and human-centered design, this position supports agency workforce strategies and Racial Equity leadership initiatives that support the Child Welfare Division to engage and support staff in addressing racial and ethnic disproportionality and disparities.
Some of what you will do:
  • Provides consultation to regional staff and leadership as it relates to Diversity, Equity, and Inclusion in all aspects of the work.
  • Acts as a content expert as it relates to Racial Equity, Social Justice, and disproportionality.
  • Coordinates and facilitates discussions/groups around equity, diversity and inclusion and will champion opportunities for colleagues, constituents, clients and partners to provide feedback, coaching and support around organizational climate and culture; Social Justice activities; DEI policies and practices and professional development.
  • Develops and applies effective strategies to disseminate social change messages and positively impact behaviors regarding equity, diversity and inclusion in Region 5.
  • Establishes and strengthens effective two-way relationships with key regional community partners, stakeholders, and organizations that represent or serve populations experiencing systemic inequities, including racism and other forms of oppression.
  • Develops and facilitates the implementation of LGBTQIA+ and related policies practices and procedures, and engaging stakeholders related to LGBTQIA+ children, youth, young adults, and their families and caregivers.
  • Leads regional advocates within Child Welfare Field Operations and represents Region 5 in statewide functions regarding policy interpretation and direction with a focus on DEI (Diversity, Equity and Inclusion).
  • Leads regional inclusive & equity efforts with an explicit focus on racism, while also addressing the many ways groups experience oppression and marginalization in our system.
  • Coordinates with statewide Program Managers and Headquarters' staff to design and develop statewide policies, procedures, rules, regulations and training for the delivery of all services & interactions by staff and providers to ensure consistency and quality of service delivery within the region and across the state that focus on forming and sustaining authentic partnerships with inclusiveness and support of diverse groups.
  • Facilitates and leads regional Racial Equity & Social Justice leads monthly meetings.
  • Provides consultation with staff, leadership, and community partners to ensure consistency of delivery of services, interactions, and interventions considering the families diverse background and unique cultural differences.
Required Qualifications:
  • Bachelor's degree in social sciences, social work, education, multi-cultural studies, Social Justice, child development, public health, community health, business administration, public policy or administration, or related field.
AND
  • Three (3) years' demonstrated expertise and experience in principles and practices of equity, diversity, inclusion and cultural responsiveness at an organizational level.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Experience creating positive and effective outcomes for systematically oppressed communities.
  • High-level program management in organizations with geographically dispersed units.
  • Experience in an organization with a Social Justice focus.
  • Broad knowledge and experience enforcing and implementing laws, programs, practices, processes and procedures related to equity, diversity and inclusion (EEO, AA, nondiscrimination, anti-harassment, Equity & Social Justice, etc.).

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
