Quality Control Welding Inspector Senior
Company Overview
The Grand River Dam Authority (GRDA) is an agency of the state of Oklahoma, created by the Oklahoma Legislature in 1935 to be a “conservation and reclamation district for the waters of the Grand River”. GRDA is a non-appropriated state agency, fully funded by revenues from the sale of electricity and water instead of tax dollars.
GRDA utilizes a diverse portfolio of assets to generate, transmit and sell electricity to Oklahoma municipalities, electric cooperatives, and industrial customers, as well as off-system customers across a four-state region. At the same time, GRDA manages over 70,000 surface acres of lake waters in Oklahoma, as well as the waters of the scenic Illinois River.
Position Overview
GRDA maintains a National Board Inspection Code (NBIC) accredited Owner-User Inspection Program, R Quality program and VR Quality program applicable to the fleet of service and power generation facilities.
The Senior QC Welding Inspector for GRDA will conduct inspections and investigations related to the construction, installation, maintenance, use, operation, repair and failure of boilers and pressure vessels and associated equipment to ensure safe operation and compliance with applicable State laws, rules, and regulations.
Supervision Received:
Reports directly to the Manager, Maintenance 
Essential job functions include, but are not limited to:
• Schedule and coordinate State of Oklahoma and NBIC required internal boiler inspections and external operating inspections for permit renewal.
• Schedule, conduct and document all State of Oklahoma and NBIC required unfired pressure vessel inspections.
• Working with the plant maintenance team; providing oversight and technical support for proper implementation of the company’s welding R program quality standards.
• Serve as the company’s Authorized Inspector (AI) for all routine pressure component repairs conducted per the requirements of the company’s R Program quality manual.
• Enter, maintain, and manage all relevant inspection and compliance documentation within company’s electronic database to allow State review and audit.
• Conduct annual ASME and NBIC code agenda reviews, administrative manual reviews and internal program audits.
• Track, update and manage all scheduled tasks using the company’s compliance management system.
• Act as company liaison with the State of Oklahoma Department of Labor, Division of Boiler Safety.
• Develop and maintain working relationships with outside service providers and contractors conducting pressure part repairs at company plant sites.
• Appropriately inform management of ongoing activity and critical matters affecting implementation and compliance to the O/U, R and VR programs
• Develops cost effective outage strategies, schedules, work lists and manpower requirements for emergency and planned outages. Work directly with GRDA Staff and contractors performing mechanical repairs, welding, fitting, rigging, scaffold building, insulating, code safety valve repairs and nondestructive testing.  
• Completes and maintains data files for boiler and pressure vessel inspections, compliance reports of materials purchased, maintains welder performance qualifications, weld procedures and qualification records, GRDA and contractor repair reports, pressure test reports and downstream welded steam line reports.
• Ensures work quality and standards are aligned with applicable codes and adhere to established policies and operating processes. 
• Coordinates or verifies work of outside contractors and/or engineering firms concerning QA/QC activities; monitors work orders, project progress, change orders, and contractor payments of assigned areas.
• Creates specifications; prepares bid documents; evaluates bids received; prepares and presents reports and recommendations as required for the purchase of materials, equipment, services, and miscellaneous items associated with thermal and/or hydroelectric generation facilities and other assigned projects.
• May represent GRDA with regulatory agencies concerning generation and QA/QC related topics.
• Project management services as assigned.
• Other duties as assigned.
Skills, Knowledge, Qualities:
• Knowledge of state laws, regulations, rules, and codes relating to the use, construction, installation, and repair of boilers.
• Thorough knowledge of the techniques used to fabricate, install, operate, maintain, and repair boilers and pressure vessels.
• Thorough knowledge of unsafe vessel conditions, and the required corrective measures necessary to establish and maintain safe conditions.
• Considerable knowledge of mechanical engineering principles and practices associated with boilers and pressure vessels.
• Skilled in operating all test equipment currently in use for performing destructive and nondestructive boiler and pressure vessel inspections.
• Must exhibit an understanding of risk management, business drivers, management of change requirements, reliability processes, and maintenance and inspection workflow.
• Must have strong commitment to safety, a high level of personal integrity, and dedication to conducting business in an ethical way.
• Must have excellent knowledge and understanding of nondestructive testing methods, pipe and tube material identification, welding filler materials and processes.
• Must have excellent knowledge and understanding of mechanical and high-pressure steam systems, power generation processes, and industry specific codes.
• Functional competency with personal computers; prefer experience with AutoCAD, Maximo, Outlook, Visio, Project, Power Point, Excel, Access, and Word.  
• Must be capable of methodical analysis of complex technical problems.
• Must possess and demonstrate excellent writing and composition skills.
• Must be comfortable giving verbal presentations before groups.
Education, Training, Experience:
• Bachelor’s Degree or the equivalent combination of education and experience.
• A minimum of five years’ related experience. Must be physically capable to inspect boilers including crawling into confined spaces and to bend or stoop for extended periods of time.
• Expertise in the use of technical applications, software, and tools.
• Additional courses or practical experience in power generation reliability, systems analysis, and project or facility management, preferred.
• ≥10 years of field experience in mechanical engineering or other technical capacity for a thermal generation facility, preferred.
Certificates, Registrations, Licenses:
• Valid Oklahoma driver’s license, or the ability to convert within 90 days for those with an out of state driver’s license that are an Oklahoma resident.
• Must be a Certified Welding Inspector as qualified by the American Welding Society.
• Must have an active National Board of Boiler and Pressure Vessel Inspector Certificate of Competency. 
• Must meet the requirements of NB-263, RCI-1, Rules for Commissioned Inspectors and hold a valid National Board Inservice Commission (IS) with an (R) Endorsement. 
Physical/Mental Requirements & Working Conditions:
• Must be able to walk, climb stairs, crawl, work from ladders and elevated platforms.  Must not have a fear of heights, confined spaces, or working around high voltage equipment.
• Ability to lift, move, and carry weights of up to 50 lb. on an irregular basis.
• Must possess mental, visual, and auditory acuity for attention to visual and auditory detail.  Manual dexterity is required for operation of test equipment, small tools, and the installation, adjustment, and repair of control devices. 
• Work locations ranges from an office environment to outdoors and/or indoors in a high noise/high temperature environment with possible work in confined spaces. 
• Odd shifts and after-hours work may be required under emergency conditions.
Other information:
• Position is located at the Grand River Energy Center in Chouteau, Oklahoma. Occasional travel to other generating facilities within 30-mile radius.
