Job Summary

The Quality Assurance Specialist is a key team member in the operation of Neighborhood House (NH)'s Housing Stability programs. This position has primary responsibility for supporting the development and maintenance of compliance systems and programmatic data integrity and quality. NH's Housing Stability programs include a wide range of eviction prevention and rapid rehousing services. These programs have multiple funders in addition to varied programmatic and data requirements, including the use of a specialized external database. NH places a high priority on using accurate data for funder reporting, program planning and general monitoring of high quality, innovative programs. The Quality Assurance Specialist reports to the Housing Stability Program Director. The Quality Assurance Specialist plays a critical role and shares responsibility for the implementation and operations of important housing programs. This candidate will have experience in compliance and/or monitoring and evaluation knowledge to be the bridge between NH's MIS (Management and Information Systems) Department and program staff, and will oversee the timely collection and review and of all program information. The Quality Assurance Specialist will also work closely with Education and Community Services (ECS) leadership to review data so that we can continually respond to identified trends and needs.

Responsibilities

Compliance Systems (30%)

  • Work with ECS and MIS divisions to assist with the design of a departmental compliance system in line with all program funders' rules and requirements as well as NH policies and procedures.
  • Maintain expertise on program contracts, guidelines and requirements, update staff manuals regularly and serve as a resource for compliance-related questions.
  • Develop and facilitate team trainings and adjust approach to training based on individual staff needs to maximize efficiency and effectiveness.
  • Complete one-on-one coaching with staff to ensure reporting compliance
  • Identify compliance and monitoring workflow issues and potential solutions.
  • Maintain up-to-date performance tracking tools to support team members (e.g., target vs. actuals for enrollments, placements and other key milestones).
  • Identify gaps or program performance issues well ahead of time and problem solve with management and team members to quickly address issues, as needed.
  • Prepare for regular monitoring by program funders and NH to ensure program compliance and quality for all housing stability programs.
  • Use program evaluation tools to monitor program effectiveness and participant satisfaction.
  • Review and liaise with funder(s) on hardship and exception requests per program(s) guidelines.
  • Perform other compliance system duties as assigned

Data Integrity (40%)

  • Serve as Administrator for HMIS, liaising with Coordinated Entry and Program Team to ensure correct and timely referral processes and data entry.
  • Ensure data entered into all internal and external databases is complete and correct.
  • Complete data entry into internal and/or external databases as part of quality control processes.
  • Review weekly data integrity reports and ensure swift action to address any issues which may arise.
  • Liaise with MIS leads and staff as necessary to ensure client and program data accuracy.
  • Assist with the development of key project documents to support all aspects of housing stability programs, including policy and procedures, evaluations, satisfaction surveys, etc.
  • Identify areas for staff training and deliver effective training to ensure quality data collection and entry protocols are followed.
  • Perform other data integrity duties as assigned.

Quality Control (30%)

  • Review all program enrollment packets for completeness and accuracy and liaise with Housing Advocates and MIS to ensure efficient enrollment process.
  • Review support service requests for accuracy and adherence to funder guidelines and requirements.
  • Conduct monthly file reviews for each program and provide feedback to staff.
  • Regular review client files upon exiting and prepare for archiving based on NH and funder policies and procedures.
  • Maintain positive relationships with Economic Opportunity staff, partners and funders.
  • Handle resource referral and light case management as needed
  • Perform other quality control duties as assigned.

Qualifications

Minimum Qualifications

  • At least three years of experience in human services and familiarity with non-profit compliance systems and programmatic monitoring and evaluation.
  • Understanding of employment, adult education or other social service programs with strong emphasis on low income and diverse populations. An equivalent combination of education, training and experience may be considered by Management.
  • Demonstrated ability to thrive in a culturally diverse workplace dedicated to equity and inclusion.

  • Ability to analyze data and develop tables and charts to make data accessible to all.
  • Skilled user of Microsoft Excel, Access, and/or other databases. Experience with HMIS Clarity system highly preferred.
  • Highly detailed oriented and demonstrated ability to handle confidential data/information appropriately.
  • Excellent written and verbal communication skills.
  • Highly positive and enthusiastic style capable of motivating others.
  • Willingness to comply with established agency performance standards, which require productivity/personal responsibility, client/customer service-orientation and the maintenance of a professional demeanor.
  • This is a hybrid position and you will be expected to work onsite 3-4 days per week at our Tukwila location and attend in-services and meetings as needed.

Desired Qualifications

  • Degree in sociology, social work, education, community leadership, public policy or a related field (Bachelor's Degree preferred). A combination of education, training and work experience will be considered.

Required Credentials

  • Must pass Neighborhood House background check requirements.
  • Position requires Washington State bi-annual criminal background re-check.

Post-Hire on-the-job Training Requirements

  • Current First Aid Certificate within 30 days of hire.
  • Current CPR Certificate within 30 days of hire.
  • Sexual Harassment Training within 30 days of hire.
  • Child Abuse and Neglect training (within 2 weeks of hire).
