Qualifications:
For GS-11: Applicants must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service.
Examples of specialized experience include reviewing production activities and capabilities in light of contract quality requirements; reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; identifying inadequacies and requesting corrective action; and investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.

Applicants may also qualify with 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.
OR
Applicants may be determined qualified if you have a combination of specialized experience and education.
For GS-12: Applicants must possess one year of specialized experience equivalent to at least the GS-11 level in the Federal service.
Examples of specialized experience include interpreting contract requirements; covering policies and procedures of the Quality Assurance (QA) and Test Programs; and conduting studies and problem analyses with developing logical and documented recommendations.
There is no education substitution at the GS-12 level.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
