The primary purpose of this position is to serve as a 306 Flying Training Group Quality Assurance Evaluator ensuring surveillance of contractor performance. Evaluates aircraft maintenance and other contract functions for aircraft maintenance actions and modifications.
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide variety and full range of maintenance principles, concepts, and methodology related to TG-IOB/C/D, TG-14, C-150, T-41 and UV-18 and DA-20 aircraft and associated maintenance functions. Practical knowledge of maintenance characteristics, properties, and interrelationships of components to perform a wide range of continuing projects and to integrate them into broad maintenance programs. Knowledge of evaluation principles used to effectively evaluate the quality of technical services, identify deficiencies, and determine the source and cause of problems.Knowledge, understanding, and ability to coordinate with functional personnel for engineering support requirements for the operation and maintenance of all assigned aircraft systems or equipment. Knowledge of established procedures and techniques for QUALITY ASSURANCE and skill in applying established quality control plans and methods to aircraft maintenance operations.Practical knowledge of functional responsibilities, procedures, and concepts for contract surveillance and QUALITY ASSURANCE inspections, reports, and employed techniques. Knowledge to develop sound recommendations for contract modifications or problem solving techniques agreeable with government agencies and contractor personnel.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] with a major study in QUALITY ASSURANCE, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Indepth knowledge of aircraft maintenance for the TG-lOB/C/D, TG-14, C-150, T-41 and UV-18 and DA-20 aircraft systems to include engines, avionics, structural and electro/environmental systems as applicable.
- Knowledge of contractor operations, aircraft safety requirements, tool control, test equipment, and technical orders to review internal contractor operations and the ability to apply QUALITY ASSURANCE/control methods, principles, procedures, and practices to those processes.
- Knowledge of QUALITY ASSURANCE methods, principles and practices to verify essential requirements have been met and to identify problem areas and recommend corrective action.
- Knowledge of OSHA, AFOSH and environmental programs, policies and regulations.
- Ability to identify and analyze deficiencies, write and prepare reports and present findings/recommendations in both written and oral format. Ability to interpret, apply and explain contract specifications, regulations, directives, and guidance material.
- Ability to conduct technical reviews, analyze findings; develop recommendations for corrective actions or improvements in the QUALITY ASSURANCE program; and prepare technical reports.
