If this sounds like a good fit to you, we are seeking applicants for the Child Welfare Quality Assurance Program Specialist position, located at our central office in downtown Boise.

General Information

  • This is a part-time (approximately 26 hours/week), benefited, 12-month temporary position, that is limited to 1,352 hours of work in any twelve-month period.
  • This position will serve as Child Welfare Quality Assurance Program Specialist related to evaluating outcomes for safety, permanency, and well-being, and will participate in Case Record Reviews and other specialized case reviews.
  • This position will provide clear focus and direction for policy and practice requirements related to promoting the safety, permanency, and well-being of children and families served within the program.
  • Experience with Child Welfare Case Record Reviews is helpful for this position, but we will train the right candidate.

Quality Assurance Specialists are experts in the Child and Family Services Reviews and Child Welfare case reviews and work collaboratively as part of review teams, including with state and federal team members; review and complete instruments with fidelity and compliance with instrument instructions; interpret federal and state policy as it relates to instruments; and assist in managing reviews.


Temporary positions are limited to working 1,385 hours in a 12-month period for any one state agency. Employees are eligible for benefits if they work twenty (20) hours or more per week and the term of employment is expected to exceed five (5) continuous months.

EXAMPLE OF DUTIES:

  • Participates in federal Child and Family Services Reviews, ongoing state Case Record Reviews, and specialized case reviews; including participating in the development of program improvement plans to ensure compliance with state and federal requirements.
  • Completes case reviews, including scheduling and planning reviews, review of case records, as well as conducting interviews with children, youth, birth parents, foster parents, Child Welfare staff, and other case participants.
  • Completes review instruments such as the Child and Family Services Review Federal Onsite Review Instrument.
  • Develops and provide reports on themes and results of case reviews.
  • Assists in monitoring of state program activities for quality, integrity, and compliance with state and federal requirements, including evidence-based practices.
  • May assist to prepare federal and state reports, such as the Child and Family Service Plan, Annual Progress and Services Report, and Title IV-E Plan.
  • Researches, analyzes, and develops policies and rules related to Child Welfare practice and service delivery.
  • Reviews federal and state laws, regulations, rules, and policies, analyzing state-level practice and outcomes, in addition to assessing promising and evidence-based Child Welfare practices to develop state practice requirements and expectations.
  • Provides technical assistance and consultation to advise and assist in articulation of Child Welfare practice policy requirements and federal reporting needs.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Considerable knowledge of: social, psychological, or rehabilitative services, principles, and methods. Typically requires a Bachelor's degree or higher in a behavioral/social science, social work, psychology, psychosocial rehabilitation, or closely related field.
  • Experience working with public social/rehabilitative service delivery systems. Typically requires at least one year of professional experience working with more than one element of integrated services. These systems include integration of services with United Way, private/public sector agencies, courts, law enforcement, corrections, vocational rehabilitation, schools, universities, and other consultation and assistance services/programs.
  • Experience planning, implementing, and overseeing a community-based social/rehabilitative service program to include community organization. Typically requires leadership experience participating in a community effort to plan, implement, and oversee a social/rehabilitative service program.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Considerable knowledge of Child Welfare and foster care practices. Typically gained by at least three years of professional work experience in the Child Welfare field, including independent living.
  • Experience and knowledge of program oversight and/or leadership. Typically gained by at least two years of professional work experience as a supervisor in a public or private social service setting.
  • Experience with Child Welfare Case Record Reviews. Typically gained by at least two years’ experience as a case record reviewer.
  • Licensure as a Social Worker in Idaho in accordance with Idaho Code 54-3201 et seq. Licensure information can be found through the Idaho Bureau of Occupational Licensing at http://ibol.idaho.gov/IBOL/BoardAdditional.aspx?Bureau=SWO&BureauLinkID=100.
