Position Summary
The Quality Assurance Manager is responsible for conducting all Quality Assurance activities, including the monitoring and evaluation of program sites. This position will utilize the program’s database to ensure compliance with the Office of Refugee Resettlement (ORR) and USCRI policies and procedures, assist with policy development, and ensure efficiency of record keeping practices. Must reside in Washington, DC, Maryland, or Virginia and must have the ability to communicate effectively in English and Spanish as used by participants.
Reportability
This position will report directly to the Regional Director (Program Manager) for Home Studies and Post Release Services. This position will work in conjunction with USCRI’s Quality Assurance team.
Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Collects, analyzes, and tracks data to ensure compliance and implementation of best practices.
- Conducts ongoing monitoring and evaluations of program sites to ensure quality and continuity of services.
- Oversees Quality Assurance activities to evaluate effectiveness of Post Release Services (PRS) and client satisfaction.
- Provides ongoing support to program staff to respond to monitoring and evaluation outcomes and alter methods to improve program results.
- Provides technical assistance to program staff to ensure implementation of program guidelines.
- Responsible for ongoing review of all policies and procedures of the PRS and Home Study (HS) program.
- Participates in program development to improve service provision.
- Evaluates client and program outcomes to identify gaps in service provision.
- Produces monthly, quarterly, and yearly statistic reports for submission to ORR.
- Other duties as assigned by supervisor.

Qualifications

Knowledge, Skills & Abilities –
- Master of Social Work or a bachelor’s degree in social work or equivalent with 5 years of child welfare experience is required.
- Must possess a demonstrated understanding and experience with case management, home placements, and child welfare in addition to monitoring and evaluation.
- Experience in program evaluation and Quality Assurance highly preferred.
- Excellent organizational, verbal, written, and interpersonal communication skills.
- Strict adherence to time frames, policy, and procedure; ability to prioritize duties and multi-task in a fast-paced environment.
- Must have a valid driver’s license and clean driving record.

- Possess or be able to obtain CPR and basic first aid certification.

Training Requirements –
- Satisfactory completion of USCRI’s Orientation and Training.
- Satisfactory completion of ORR required training prior to serving clients and on an annual basis.
- Complete additional training as identified by supervisor or Human Resources.
Language Requirement –
Must have the ability to communicate effectively in English and Spanish as used by participants.
Physical Demands – Regularly required to sit; frequently required to reach with hands and arms, walk, stoop, kneel, crouch, talk or hear; must be able to lift objects up to twenty-five (25) pounds; Use of manual dexterity, tactile, visual, and audio acuity; Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
Work Environment – Mostly in a typical office or clinic setting with quiet to moderate noise level. May be exposed to extreme cold, heat, and humidity due to outside weather conditions. Opportunity to work a hybrid schedule – remotely & onsite, as needed. Willing to travel a few times annually.
