Major Duties and Responsibilities:
- Perform construction management services within the Hampton Roads area at installations including Norfolk, Little Creek, Oceana, Dam Neck, Portsmouth, Yorktown, and the surrounding area.
- Act as a professional advisor and/or technical representative to the Contracting Officer (C.O.) managing the Quality Assurance process during the construction contractors’ projects performance.
- Provide services and expertise to ensure comprehensive project controls are integrated into the process to help manage quality, time, cost, scope, and safety issues.
- Participate in discussions and reviews of RFPs and designs prior to construction commencing to ensure they are in alignment with best practices, applicable codes, and unified facilities criteria.
- Provide on-sight inspection and oversight of contractor performance, ensuring execution in the field adheres to project parameters and approved plans/specifications. Advises C.O. of any deviations/changes for approval or construction contract modification.
- Detailed written reports and documents on services inspected and tested.
- Major work components include testing and inspection, continuous inspection of workmanship, monitoring and documentation.
- Represents customer equities/interests in execution of construction projects.
- Performs technical Quality Assurance checks of all construction work.
- Reviews contractor invoices for accuracy and recommends approval/rejection.
Required Knowledge and Experience:
- Education: Associate’s Degree
- Minimum seven (7) years’ experience performing Quality Assurance tasks of both renovation and new construction projects.
- Projects commensurate with oversight for these tasks include ground up construction and multi-trade renovations of single and multi-story facilities in the commercial and government sectors.
- Proficient knowledge of Quality Assurance terminology, methods, and resources.
- Competent computer skills, including database/software management.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong coordination and communication skills.
