This vacancy will plan, organize, and coordinate the efforts of the Traffic Signals/Street Lighting and Street and Sign Maintenance sections.
DEFINITION
Under general direction of a Division Manager, plans, organizes, directs, and supervises a major section in the Public Works Department; coordinates section activities with other divisions/departments, external customers, and contractors; may be assigned to perform the duties of the Division Manager during his/her absence; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Public Works Supervisor manages a major section within an assigned division or Public Works administration and is responsible for managing the day-to-day functions of the section staff and workload as well as the administrative functions of the section. It is distinguished from the division manager position in that the latter has overall responsibility for an entire division, including the division's leadership and administrative responsibilities.
SUPERVISION RECEIVED
General direction is provided by the Division Manager.
SUPERVISION EXERCISED
Provides supervision to all technical, clerical, and temporary employees assigned to the section.
Examples of Important and Essential Functions
Administrative Functions
Recommends and implements section goals and objectives; establishes performance standards, guidelines, and methods for assigned section; develops, implements, and administers policies, procedures, and programs for the section; develops, implements, and administers current and new programs and policies related to assigned section; participates on the department and City-wide committees; coordinates section activities with other divisions or departments as well as external customers; administers and
monitors contracts and reviews work for City compliance; answers questions and provides information for the public and other City personnel; coordinates process with the Finance Division for internal service billings; investigates operational complaints and recommends corrective action as necessary; implements, administers, and maintains automated software systems related to operations; administers outside contracts; recommends annual equipment and material purchases to Division Manager and Department Head; implements improvements and modifications; prepares various reports on operations and activities; assists in the preparation of and administers the section's budget; prepares cost estimates for budget recommendations and purchases equipment and vehicles; submits justifications for expenditures; and monitors and administers expenditures.
Supervisory Functions
Recommends for hire, trains, and evaluates employees assigned to the section; schedules and monitors the work of staff involved in duties related to assigned section; plans and schedules daily and weekly work assignments; monitors timecards and all employee leave balances; evaluates operations and activities of section; develops benchmark standards for performance measures and promotes continuous improvement; and ensures safety training of all staff and that the work environment is in compliance with safety standards.
May be assigned management responsibility for one or more major sections in the Public Works Department. These sections may include, but are not limited to:
Airport Operations Functions
Plans, organizes, and coordinates the operation and maintenance activities of the Livermore Municipal Airport; inspects and monitors airport facilities and grounds and coordinates ground and maintenance activities with on-site Federal Aviation Administration (FAA) Air Traffic Controllers to ensures safe airport operations; coordinates airport maintenance and emergency response with other City Departments and outside agencies; performs hangar inspections and ensures compliance with Municipal, State and FAA regulations; develops and administers the section's preventative maintenance program; coordinates noise mitigation efforts and quickly responds to and resolves citizen noise complaints; ensures compliance with local noise abatement procedures and briefs pilots on quiet flying techniques; and may provide staff support to the Airport Advisory Commission or other advisory bodies.
Facilities Maintenance Functions
Plans, organizes, and coordinates the operation and maintenance activities of the City facilities and security maintenance; determines feasibility of work requests and establishes priorities; and manages the City's Facility Rehabilitation Program including the coordination of all functions.
Fleet Maintenance Functions
Plans, organizes, and coordinates the operation and maintenance activities of the fleet section; develops specifications for purchasing of equipment and vehicles as per the City's needs; establishes guidelines and methods for equipment and vehicle maintenance; implements and administers policies, procedures, and programs for the section; administers the vehicle loss program and fleet policy and other programs and policies; participates on committees, such as the Central Safety Committee; implements, administers, and maintains automated systems such as the equipment management system and automated fuel system software programs and other programs; and recommends annual fleet replacements.
Landscape Maintenance Functions
Plans, organizes , and coordinates the efforts of the Landscape section; supervises and monitors tasks performed by work crews engaged in the installation, repair, and maintenance of landscaping, irrigation, and related facilities; supervises and monitors the planting, cultivation, pruning, mowing, care, and treatment of shrubs, flowers, groundcover, turf, and trees; checks the landscaping aspects of new development plans within the City limits and recommend changes to comply with city standards; oversees the application of herbicides, pesticides, fertilizers, and other chemicals applied by City staff; and administers and manages the maintenance of Landscape Maintenance Districts (LMDs) and Community Facilities Districts (CFDs).
Street Maintenance Functions
Plans, organizes, and coordinates the efforts of the Street and Sign Maintenance section; administers and coordinates maintenance activities and programs such as the City's street sweeping program, street maintenance and crack sealing programs, weed abatement program, coordinates Street Maintenance and Repair Program with the Engineering Division, street sign maintenance and replacement program, and City sponsored special events; reviews construction plans and tract maps for street related issues; and works with various state and federal regulatory agencies on issues related to emergencies/disasters, habitat protection, and other issues.
Traffic Signals and Street Lighting Functions
Plans, organizes, and coordinates the efforts of the Traffic Signals and Street Lighting section; administers and coordinates maintenance activities and programs such as signal box and lights, residential street light repair program, decorative street light program, and crosswalk related traffic and walkway lighting.
Water Resources Collection Systems Functions
Plans, organizes, and coordinates the efforts of the Preventative Maintenance program for the sanitary storm sewer systems; develops and implements a Sewer System Management Plan consistent with State requirements; schedules video inspection program of collection system; and works directly with the Engineering Division to identify portions of the collection system needing repair and/or replacement.
Water Resources Laboratory Functions
Plans, organizes, and coordinates the efforts of the Laboratory Section at the Water Reclamation Plant; develops and implements standard operating procedures for the laboratory; reviews and establishes appropriate sampling protocols and analytical procedures in accordance with Standard Methods for the Examination of Wastewater to demonstrate compliance with National Pollutant Discharge Elimination System (NPDES) Permit limits; coordinates outside analysis with contract laboratories; develops, implements, and oversees quality control and quality assurance program to ensure accurate and reliable data collection; and oversees all laboratory data collection and prepares monthly and annual monitoring reports.
Water Resources Maintenance Functions
Plans, organizes, and coordinates the efforts of the Maintenance functions for the Water Reclamation Plant and off-site sewer/water/storm facilities; develops and implements a comprehensive preventative maintenance program; develops standard operating procedures for repair and maintenance activities; plans, directs, and coordinates electrical and instrumentation repairs at the Water Reclamation Plant and off-site sewer/water/storm facilities; identifies equipment for renewal and replacement; reviews and provides comments on proposed capital improvement projects regarding maintenance issues; inspects and provides comments on the installation and workmanship of capital improvement projects; and supervises electronic collection and evaluation of maintenance data and participates in the Water Resources Division Asset Management Program.
Water Resources Environmental Compliance Functions
Plans, organizes, and coordinates the efforts of the Source Control functions for the Water Reclamation Plant including the investigation and enforcement activities for all categorical, permitted and general industrial discharges in the City of Livermore, and the preparation of all reports; works with businesses and other agencies to identify and resolve discharge problems or serious violations of Federal, State, and local regulations; acts as a resource for industries by providing information and solutions to technical problems; and participates in the development of rates and charges for commercial and industrial users.

Organize, implement, and direct operations and activities of the assigned section; schedule, coordinate, supervise, train, and evaluate assigned staff; assist in the development and monitoring of the section's budget; effectively work with regulatory agencies; develop policies and procedures related to assigned operations; identify and interpret technical and numerical information; observe, problem solve, and research operational and technical policy and procedures and make sound recommendations; establish and maintain effective working relationships; communicate clearly and concisely, both orally and in writing; maintain required work logs, records, and related operational and maintenance data; prepare clear and concise written reports; manage databases and programs for the assigned section; and exemplify an enthusiastic, resourceful, and effective customer service attitude with all who are contacted in the course of the work.
Ability to:
Learn, interpret, and apply City, department and division rules, regulations, policies and practices.
Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best-qualified candidates. A typical way to obtain knowledge, skills, and abilities would be:
Experience: Four years of progressively responsible, journey level experience in Public Works or related field, and at least two years of lead or supervisory experience. Public sector experience in a similar environment and contract management experience are highly desirable.
Education: Equivalent to graduation from high school, supplemented by specialized training or college coursework related to the assigned section. The equivalent to an Associate's Degree is desirable.
Training: Any recent training such as academic courses and certification programs that are relevant to this job classification.
License: Possession of a valid California Class C Driver's License and a satisfactory driving record as determined by the City. Possession of a Commercial Class A Driver's License with the appropriate endorsements is required prior to the completion of the probationary period for the Fleet Maintenance position. Certain other positions in this job classification may require a valid California Commercial Drivers' License. A pilot's license is desirable for the Airport Operations position.
Certifications:
The Landscape Maintenance position requires a Department of Pesticide Regulation (DPR) Qualified Applicator Certificate prior to the completion of the probationary period. A DPR Pest Control Advisor certificate and an International Society of Arboriculture Certified Arborist accreditation is highly desirable.
The Water Resources Maintenance position requires a current Grade II California Water Environment Association (CWEA) Mechanical Technologist Certificate prior to completion of the probationary period.
The Collections Systems position requires a current Grade II California Water Environment Association (CWEA) Collections System Operator Certificate prior to the completion of the probationary period.
The Environmental Compliance position requires a California Water Environment Association (CWEA) Environmental Compliance Inspector Grade II Certificate prior to the completion of the probationary period.
The Laboratory position requires a California Water Environment Association (CWEA) Laboratory Analyst Grade II Certificate prior to the completion of the probationary period.
