Summary Statement
The Public Works Water Renewal Operations division is focused on a mission to provide services to meet the demands of our growing community. The Municipal Utility Manager oversees 30 team members engaged in the city's utility operations, construction, maintenance, and emergency repair activities for 1,000 miles of collection system pipeline, 29 lift stations, geothermal, irrigation, drainage, and flood control facilities. This position:
Essential Functions
Plans, develops, creates, implements and evaluates activities to operate a variety of municipal utilities of the Public Works department. Ensures compliance of collection and pumping system to federal NPDES permit requirements, overflow reporting obligations of EPA Sanitary Sewer Overflows and Peak Flows Rules, public health risk minimization and state environmental laws. Defines performance goals, statistical measures, policy, priorities and long range plans and is accountable for program results. Oversees operation, maintenance and all hours/all-weather emergency repair activities that may be dangerous, impact public health, and result in large liability or damage claims to the city. Anticipates problems and develops contingency plans. Sets priorities and makes decisions regarding the allocation of resources, including capital and people, often in emergency and after hours situations. Establishes goals and objectives based on needs of customers, home owners, renters, businesses, city, department, regulators, the environment and infrastructure.
Oversees and directs maintenance and rehabilitation programs to ensure infrastructure integrity and compliance to federal regulations under NPDES and Capacity, Management, Operation and Maintenance (CMOM) requirements. Compiles and analyzes data to make informed decisions to minimize risk, assign priorities and replace equipment and other infrastructure. Reviews engineering and design records, operating reports and technical data to monitor efficiency and function of collection system. Confers with engineers and consultants on master plan, system design, equipment upgrades and special projects. Ensures projects are carried out according to plans and procedures. Communicates reasons and rationale for decisions as appropriate. Leads, coordinates, integrates and participates on standing and ad hoc teams engaged in organized problem-solving or service delivery across functional, departmental and/or jurisdictional lines.
Provides expert advice to division managers, attorneys, risk managers, engineers and department director on technical matters related to the wastewater collection, geothermal, pressurized irrigation, drainage systems, flood control facilities and emergency response or repair. Represents the division as utility maintenance technical expert, interprets and explains information and testifies in court. Supervises technical staff providing highly visible or high impact service to the city and its customers. Handles legal, analytical and technical issues related to technical systems, electricity, supervisory control and data acquisition (SCADA), telemetry, hydraulics and mechanics on a regular basis.
Prepares, manages, monitors and allocates multi-million dollar municipal utilities section budget and quarter-million dollar annual capital equipment budget. Develops two-year operations and maintenance budgets as well as five- and ten-year equipment budgets. Provides recommendations regarding budget to the division manager or director. Prepares specifications and makes recommendations for equipment budgeting and/or the purchase of new equipment. Authorizes and monitors expenditures, codes invoices, maintains asset records, writes requests for proposals, evaluates competitive bids, and selects vendors and suppliers to ensure compliance with budget and various city financial policies.
Researches utility best management practices, trends, benchmarks, new and innovative processes and regulatory developments. Recommends, documents and implements programs directly affecting the public and risk potential. Implements programs by developing procedures and processes and by managing resources to achieve program objectives. Compiles an emergency response and overflow plan and other procedures manuals containing standard operating procedures (SOPs), action plans and emergency mitigation plans for major components within the utility systems and/or facilities in accordance with federal NPDES permit requirements.
Establishes and maintains a customer orientation within the division. Defuses potentially troublesome issues related to department or division policies and procedures. Anticipates issues and acts as liaison between the city and property owners/residents during maintenance and emergency repair activities. Provides feedback and explains technical and program activities to residents and property owners. Evaluates and prioritizes utility vulnerabilities to department engineering staff. Responds to difficult questions and concerns from the general public, contractors, vendors and outside agencies. Provides information as appropriate and resolves public service or operational complaints. Represents the division manager and Public Works director in communications with internal and external customers on a variety of significant issues related to the city utility operations, maintenance, repair or emergency disruptions. Develops official communications for use by public information staff or the media regarding Municipal Utility issues and concerns.
Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization.

Requirements
Required Knowledge, Experience, And Training
- Bachelor's degree in construction management, civil engineering, operations management or a related field, and
- 5 years progressively responsible Municipal Utility operations, maintenance and/or construction experience, including 3 years of supervisory experience, or
- an equivalent combination of education and/or experience.
Functional knowledge:
- theories, principles, materials and methods of civil engineering as technically applied in the design, construction, maintenance, repair and operation of a large and modern wastewater collection system;
- business management and leadership theories, principles, practices and methods including municipal financial management, general accounting, program and business planning, budget development and monitoring and purchasing principles, practices and procedures;
- personal computers and MS Office software.
Advanced knowledge:
- methods, practices, techniques and equipment used in operating a large wastewater collection system with multiple types of pump station designs;
- chemical and physical processes used in odor control;
- federal, state and local laws pertaining to wastewater discharges, public health and emergency notification requirements for unauthorized events;
- emergency management practices including incident command and NIMS systems;
- the hazards and applicable safety precautions involved in utility operation, confined spaces, excessive temperatures and scalding liquids;
- supervisory control and data acquisition (SCADA) monitoring and alarm systems;
- security systems and strategies to protect critical infrastructure from vandalism and trespass.

Preferred Knowledge, Experience, And Training
- 5 years' experience managing wastewater collections systems and water distribution systems;

- experience writing Emergency Response and Overflow Plans compliant to EPA requirements;

Licensing And Other Requirements
