Job description

Step 1 on the Executive Pay Plan is $94,207 annually.
Additional steps may be available depending on qualifications.

Directs, manages, and coordinates the overall operations for the Facility Maintenance, Fleet Maintenance, Street and Weed/Drainage Maintenance, and Public Works Administrative Divisions of the Public Works Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
Required:
  • Bachelor of Civil Engineering, Business Administration, or Business Management;
  • Seven (7) years of progressively responsible experience in Facility Maintenance, Fleet Maintenance, and Streets and Weed/Drainage Maintenance;
  • Seven (7) years of experience planning, organizing and directing general Public Works programs or related experience in a city or similar government entity;
  • Five (5) years of experience in a position supervising multiple employees;
  • Valid New Mexico Driver's License with a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Desired:
  • Master's degree in Business Administration, Business Management, or Civil Engineering.
  • EE-98J Journeyman's Electrical License and/or EB-98 Electrical Contractors License.
  • Automotive Service Excellence (ASE) certificates in automotive and/or heavy truck repair.
  • New Mexico Pesticide Handling and Application Certification.
  • Directs, manages, and coordinates the operations of all Public Works Divisions;
  • Assumes full management responsibility for all assigned department services and activities including Facility Maintenance, Fleet Maintenance, Street and Weed/Drainage Maintenance, Public Works inspections, and administrative support;
  • Oversees and supervises the project management of all infrastructure projects to ensure completion within established timetables, budgets and that infrastructure projects conform to local, state, and federal standards; works with contractors, City employees and the public;
  • Oversees management of Public Works contracts;
  • Exercises independent judgment within broad policy guidelines; evaluates and analyzes issues, and recommends and implements solutions; identifies and monitors Department performance, productivity, progress on goals, objectives, and performance targets to ensure achievement in a timely and professional manner; directs the continuous improvement of work products to assure the overall integrity of the support and functionality of Department products and services;
  • Provides direction and guidance over environmental, regulatory, and security matters affecting Public Works operations while adhering to state and federal regulatory guidelines;
  • Develops operational strategic plans, goals, and objectives for the department and related divisions with the assistance of division managers and supervisors;
  • Directs division managers in carrying out goals and objectives;
  • Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly;
  • Plans, directs and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems;
  • Participates in the development of short and long range department and City goals, plans, updates and improvements; identifies improvement needs, develops project plans to anticipate technical and management problems; implements and oversees maintenance, updates, changes and improvement projects;
  • Develops and implements department policies and procedures, consults with other City departments regarding the Public Works Department's needs; coordinates the efforts of department toward meeting City's public work's needs;
  • Develops, implements and monitors the department budget by coordinating and incorporating preliminary division budgets into department budget; prepares supporting justifications and related documents; implements and administers sections of the approved budget to the corresponding divisions;
  • Oversees and approves department expenditures and purchases within the City ordinance guidelines; ensures that all department operations comply with budget limitations;
  • Directs and oversees the personnel activities of the department including selecting and recommending new hires; recommending and implementing terminations, disciplinary actions and related personnel activities; resolves grievances;
  • Conducts performance evaluations for direct-report staff; reviews the performance evaluations of subordinate division employees;
  • Mentors direct-report employees to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Ensures self and division employees attend training necessary to meet safety training hours, State and Federal regulations, and continued education requirements to maintain certifications and licenses required of positions;
  • Maintains current knowledge of the Public Works industry, safety-related regulations, new technology and methods;
  • Maintains safety program in accordance with Human Resources risk management program and OSHA;
  • Provides departmental research, reports, and advice to the City Manager for agenda items and special projects including researching and revising water rates; develops policy proposals, answers questions from Commissioners and the public concerning agenda items;
  • Develops capital projects; prepares, proposes and implements the Capital Improvement Plan;
  • Coordinates the development and/or modification of the City's design standards and subdivision regulations;
  • Represents the Public Works Department at Commission meetings and work sessions, public hearings, relations with county, state and federal governments and other civic meetings;
  • Works with outside agencies, consultants and various governmental policy makers;
  • Reviews and evaluates various reports, proposals, and feasibility studies involving the department or related divisions;
  • Answers questions and responds to complaints and suggestions from the public, outside agencies, and others regarding department policies, procedures and activities;
  • Maintains complete and accurate records of department activities; develops and maintains a system of record keeping for data;
  • Maintains community involvement by becoming a participating member in local professional and civic organizations;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
  • Provides excellent customer service to ensure conformance from other department staff of the same commitment to ensure high operational and service standards are met and maintained for the citizens of Alamogordo;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES
  • Works outside of normal work hours including evenings, weekends, holidays, special meetings, and for emergencies;
  • Makes public presentations and represents the City on committees, boards, and with civic organizations and while conducting outside City-related activities;
  • Safely operates a City vehicle;
  • Must maintain required license(s);
  • Some travel may be required;
  • May be called upon to substitute for other department directors in the grievance process;
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.

  • Principles and practices of employment supervision, including employee development, labor contract requirements, performance evaluations, and progressive discipline.

  • Duties are typically performed in an office environment;
  • Some time may be spent reviewing projects outdoors during inclement weather;
  • Non-traditional work hours may be necessary;
  • Lift and/or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds requires the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight;
  • Occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration; and
  • Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, marked by the manufacturer, with a minimum standard of M/F I/75, 6" ankle height work boots, per ASTM F2413-11 or ANSI Z-41.
