Title: Executive Director, Transportation
Minimum Qualifications
  • Degree(s) required and area of major study: Bachelor's Degree required or equivalent job experience; Master's Degree preferred, especially in a business, management, transportation, or education related field.
  • Experience required:
  • Ten years of experience in a managerial role, preferably in transportation, operations, education, or business.
  • Proven supervisory experience leading in a union environment.
  • Experience with student transportation requirements.
  • Experience with and understanding of GPS systems.
  • Experience with budgeting and purchasing requirements for a large organization.
  • Effective communication skills, both verbal and written.
  • Flexibility, good organizational skills, good decision-making skills and sound problem-solving skills.
  • Experience working with diverse populations in-person, in writing, and on the telephone.
  • Ability to meet deadlines, work on multiple projects and coordinate the work of others.
  • Knowledge of MS Office and student information systems.
  • Experience working with dispatch and routing systems preferred.
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

Preferred:
  • Certificate, license, or other legal credentials preferred:
    • Possess or be able to obtain a New Mexico Commercial Driver's License with appropriate school bus endorsements.
    • Possess or be able to obtain School Bus Driver Instructor certification and Commercial Driver's License examiner's certification.

Essential Job Responsibilities
  • Oversees the implementation of transportation goals in administrative, transportation, and instructional areas.
  • Collaborates with district stakeholders for input toward planning and implementing transportation operations and programs.
  • Supervises and manages Transportation Department staff, to include interviewing, assigning, directing, mentoring, grievance processing, determining training needs, conducting performance evaluation.
  • Makes recommendations on hiring and terminations.
  • Establishes, administers, and monitors the Transportation Department long range plans, policies, and procedures (aligned with District, local, state, and federal transportation mandates), ensuring effectiveness of supporting programs and compliance by Transportation Department staff.
  • Prepares the Transportation Department annual budget and reviews/analyzes the current year budget expenditures, ensuring fiscal compliance and making recommendations for modifications and capital equipment replacement.
  • Establishes Transportation Department performance benchmarks against national, state, and comparable school districts, and analyzes results for potential modifications.
  • Develops and oversees building and vehicle security measures as mandated by District administration.
  • Represents the Transportation Department to school and community stakeholders, as well as to local safety officials in matters of mutual interest.
  • Promotes customer service philosophies within a service-oriented organization.
  • Upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations.
  • Articulates and facilitates the implementation of the mission and values of Rio Rancho Public Schools.
  • Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
  • Maintains professional relationships and works cooperatively with employees, the community, and other professionals.
  • Reviews and investigates parent complaints as well as student behavior infractions.
  • Maintains professional competence through individual and staff training, in-service educational activities, and self-selected professional growth activities.
  • Attends and/or conducts staff meetings and participates on committees within area of responsibility.
  • Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations;
  • Employee may be assigned other duties based on the needs of the district during the term of employment.

Terms of Employment
240-day employee.

Reports to: Chief Operations Officer
Evaluated by: Chief Operations Officer
Evaluation
Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Professional Personnel.
Work Hours: Work hours will be in accordance with hours determined by the Superintendent.
Bargaining Status: NBU
