Your Specific Responsibilities:


Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.


This position is responsible for the overall leadership, management, planning and supervision of the Department of WIC and Nutrition Services in FDOH St. Johns County Health Department. This position works under the direction of the Public Health Services Manager E – SES.


The incumbent will be responsible to supervise assigned staff by: Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.


+ Motivating employees to improve quality and quantity of work performed.


+ Planning workloads, objectives and time utilization of service center staff.


+ Evaluating staff using DOH performance evaluations policy and procedures. Develop achievable performance standards and expectations for staff. Evaluate staff performance through on-site observation.


+ Communicates on a regular basis with staff, both individually and w/regularly scheduled staff meetings.


+ Works hand in hand with Disease Control/HIV Service Center clinical staff to enhance productivity, service center flow and staff utilization.


+ Provide coaching, guidance and assistance to promote employee development.


+ Works with Human Resources to resolve employee relations problems.


+ Initiates and update employee position descriptions.


+ Ensures staff complete required reports within established guidelines.


+ Reviews Employee Activity Reports, HMS, CareWare, and other applicable programs and reports for timely submission and appropriate coding.


Provides Leadership and Manages the FDOH-St. Johns County Health Department WIC program and ensures it operates in compliance with State and Federal standards, policies, and guidelines. Ensure correct procedures are utilized for determining eligibility for the WIC program. Ensure correct issuance of WIC food instruments. Monitors program for compliance. Establishes local agency policies and procedures. Schedules workflow. Manages employees to ensure efficient use of time and resources. Ensures appropriate techniques, procedures and materials are utilized. Ensures security of WIC food instruments and WIC special formula. Ensure WIC services are delivered in a child friendly, family centered, culturally competent manner.


The Program Director will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance evaluations, initiating Smart Expectations, planning, and directing their work, approving leave and taking disciplinary action as appropriate. Communicates with employees on a regular basis and uses team building skills to motivate and guide the team to improved performance. Supervise, direct, and evaluate the performance of staff working in WIC. Recruit, hire, and train WIC staff.


Plans and develops annual program budget and track monthly fiscal expenditures to ensure allocation is not exceeded. Prepares and submits monthly report of WIC expenditures to state office by the 12th of each month.


Develops and implements a NUTRITION PROGRAM plan that ensures nutrition and breastfeeding services are adequately represented and addressed.


Implement quality assurance measures within the program to assure quality and consistency of services. Use computer reports for program evaluation, quality assurance, needs assessment, coordination/integration, and other management purposes. Including:


+ Monitoring staff for record reviews, anthropometric procedures, bloodwork procedures, VENA (Value Enhanced Nutrition Assessment) observations. Uses this information to plan and conduct QI initiatives and staff development opportunities.


+ Reviewing training compliance for staff for mandatory WIC training, yearly breastfeeding training update, mandatory Department of Health training, and other training as needed.


+ Responsible for Healthiest Weight Enhanced Work plan to increase the number of vendors participating in the Farmer’s Market Nutrition Program and other Healthiest Weight projects as appropriate.


Coordinates services with other CHD programs.


Ensures the accurate completion of all inventories, i.e. food instrument, formula and medical foods, and VOC/ID card, according to state and federal guidelines. Responsible for receipt of WIC food instruments and special formula. Provide clinical services as needed. Complies with and monitors compliance of the mandatory requirements in Section 215.422, Florida Statute and Chapter 3A-24 Florida Administrative Code (prompt payment requirements).


Orders special formula for WIC clients as needed, using the WIC Formula Reference Guide, calculating formula usage for the month. Processes invoices for special formula following procedures outlined in DHM 150-25 and the System Guide. Complies with and monitors compliance of the mandatory requirements in Section 215.422, Florida Statute and Chapter 3A-24, Florida Administrative Code (prompt payment requirement). Assigned Purchasing Card responsibilities. Use of Purchasing Card must in accordance with DOPH -250-9 and IOP 56-44-18.


Provides technical assistance on program policies and current nutrition information to CHD staff.


Acts as Information Custodian for WIC and is responsible for securing the designated information sets for the purpose of protecting confidentiality, data integrity and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic format.


Perform other duties as required.


Required Knowledge, Skills, and Abilities:


Registered Dietitian, Ability to supervise and evaluation staff performance.


Qualifications:


Minimum – Licensure as a Dietitian/Nutritionist IAW Chapter 468.


Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
