Job Description

AECOM is looking for a variety of technical and programmatic specialists to work on an upcoming Federal Emergency Management Agency (FEMA) Public Assistance Technical Assistance Contract (PA-TAC) contract supporting FEMA’s Public Assistance (PA) Program.

The objective of this contract is to help communities recover from major disasters by providing them with technical grant assistance to restore their damaged infrastructure and successfully participate in the PA Program.

This work requires the ability to deploy for up to one year to disaster locations as determined by FEMA. Reimbursable per diem (meals and lodging) at GSA rates, airfare, and rental car costs apply to all staff living greater than 50 miles from duty station.

Project Overview:  FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure. AECOM will support these efforts by providing FEMA a wide range of on-site technical and program management services during Disaster Recovery to include:

  • Assessing emergency response type work and associated costs.
  • Inspecting damaged infrastructure, assessing reasonable methods of repair, developing associated cost estimates.
  • Collaborating with communities and their consultants to provide technical support and guidance on restoring damaged infrastructure and grant formulation to ensure smooth delivery of the program.
  • Identifying and evaluating cost-effective 406 Hazard Mitigation measures to prevent similar damages from future events.
  • Assessing compliance with environmental and historic preservation (EHP) and insurance regulations.
  • Developing and providing training and publications.

Position Description: We are accepting resumes for various technical and programmatic specialist positions to perform the tasks listed above in the Project Overview. The positions will be embedded within FEMA to provide technical assistance that may include:

  • Program Delivery Managers (PDMG): Construction Manager, Project Manager
  • Site Inspectors: Construction or Building Inspector
  • Costing Specialists: Appraiser, Estimator
  • Technical Specialists: Architect, Civil Engineer, Coastal Engineer, Electrical Engineer, Environmental Engineer, Geologist, Health Scientist, Hydraulic Engineer, Hydrologist, Industrial Hygienist, Mechanical Engineer, Sanitary Engineer, Soil/Geotechnical Engineer, Structural Engineer
  • Environmental and Historic Preservation Specialists: Archaeologist, Architectural Historian, Biologist, Certified Floodplain Manager, Ecologist, Environmental Planner, Historic Architect, Horticulturalist, Water Quality Specialist, Wetlands Specialist
  • Operations Support:  Management Analyst/Program Strategist, Trainer, TAC Coordinator

 

All programmatic and technical specialists will use FEMA’s Grants Manager system.  FEMA’s Grants Manager system is used to assign and track actions throughout PA project development and to collect all PA project-related information and documents, including correspondence.

Additional Considerations:

  • This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.
  • The U. S. Department of Homeland Security, Federal Emergency Management Agency (DHS/FEMA) Personnel Security Division requires all disaster personnel to be U.S. citizens and be able to successfully pass a background investigation. Candidates will be required to disclose personal information including criminal records, credit issues, residential, employment, social and medical history.
  • All candidates are required to pass DHS/FEMA security and privacy training (annual), Grants Manager training, along with position-specific training requirements in order to qualify for deployment. These classes are delivered virtually but in-person offerings may be scheduled.
  • Offers of employment will be contingent on the conditions below. If the contingency does not occur, then offers will rescinded.
    • Contract award, which is anticipated to be in Winter 2023.
    • Task order requirements and AECOM being awarded client task order.
    • Your ability to obtain/maintain/transfer a DHS Public Trust Clearance.
    • Your ability to be available for specific task orders and your availability to obtain and maintain your PA-TAC training credentials.

Qualifications

Minimum Requirements:

  • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
  • For all positions, we will be hiring Mid and Senior level positions. 
    • Mid-Level – Must have an undergraduate degree with 5 years in the field of expertise and professional registration OR 10 years in the field of expertise.
    • Senior-Level - Must have an undergraduate degree with 10 years in the field of expertise and professional registration OR 15 years in the field of expertise.
  • For PDMGs, Site Inspectors, Cost Estimators, and Technical Specialists, must have the technical knowledge base and experience in discipline’s standard concepts, principles, and techniques as well as in the design and/or construction of public infrastructure. Valuable skill types and experience include engineers, architects, cost estimators, construction inspectors/managers. 
  • Cost Estimators must have knowledge and experience using cost estimating software and cost estimate development.
  • Archaeologists, Architectural Historians, and Historic Architects must meet the professional standards outlined by the Secretary of the Interior’s Professional Standards in Archaeology and Historic Preservation
  • Professional licenses and certifications may be required depending on the position.
  • Must be able to pass a DHS/FEMA background investigation.
  • This job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required.
  • Must be proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone.
  • Must be able to commit to travel assignments for up to 1 year in duration.  Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.
  • Must have a valid U.S. driver’s license and as a condition of employment, pass AECOM's Motor Vehicle Records Review.


Preferred Qualifications:

  • Persons with construction-related experience a plus, such as, civil engineers, construction managers, construction estimators, structural engineers, mechanical engineers, electrical engineers, environmental engineers/planners, coastal engineers, site inspectors and architects.   
  • Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.
  • Experience using FEMA Grants Manager is a plus.
  • Current DHS Public Trust clearance/badge
  • Effective written and verbal communication skills with attention to detail
  • Experience providing excellent customer service.
  • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with ability to synthesize and clearly present key Disaster Recovery issues and progress to resolution.
