Description of Job
THE WORK UNIT:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air ambulance services operating within the state.
The Fiscal and Administrative Services Branch consists of the fiscal services unit which includes, contracts and procurement, accounting, fleet management, budget, and legislative coordination. In addition, the branch also includes the human resources unit. Together these units provide administrative services to the management and staff of the Division. These services include, but are not limited to, accounting, budgeting, grants management and reporting, supplies and equipment procurement, personnel administration, office management (e.g. space allocation, fleet management, telephone and fax services), and budget and legislative coordination
DUTIES OF THE POSITION:
  • Review draft legislation and coordinate Division responses for policy and fiscal impact
  • Monitor all legislation including bill drafts, amendments and fiscal notes.
  • Draft fiscal analyses.
  • Submit position requests and Division information summaries.
  • Advise leadership on appropriate actions relative to legislation.
  • Draft and review press releases, communication plans, messages to health care providers, and other public communications.
  • Develop communication and educational materials for stakeholders and the public.
  • Assist in development and implementation of a Division communications strategy.
  • Review web content for HFEMSD.
  • Participate in media preparation for interviews.
  • Develop and coordinate both proactive and reactive media statements.
  • Coordinate responses to questions from the Department Legislative Team, Legislative staff and legislators and Governor's office staff.
  • Work with appropriate program staff and subject matter experts to draft responses to questions.
  • Coordinate legislative reports including tracking all legislative reports and ensuring reports are submitted in time for internal/external review.
  • Review reports for accuracy, thoroughness, and readability.

MINIMUM QUALIFICATIONS:

EXPERIENCE:
Seven (7) years experience in an occupational field relevant to this role such as public health, public administration, communications, Public Affairs.
OR
EDUCATION AND EXPERIENCE:
Bachelor's degree in a field related to this role such as public health, political science, public administration, communications and three (3) years experience in an occupational field relevant to this role such as public health, public administration, communications.
SUBSTITUTIONS:
Additional appropriate experience relevant to this role will substitute for the degree requirement on a year-for-year basis. Additional appropriate education, such as a master's degree, in a field relevant to this role such as public health, communications, Public Affairs, etc will substitute for the required experience on a year-for-year basis.

  • Understanding of the state legislative process, including the workings of both the House and Senate, committee structures, and bill tracking.
  • Experience in reviewing draft legislation, amendments and statute.
  • Experience, drafting and reviewing fiscal analyses and fiscal notes. and should be able to demonstrate ability to review and interpret legislative language
  • Experience tracking and maintaining accurate records of legislative activities such as , correspondence, and outcomes for reporting and accountability purposes
  • Must possess a proven ability to effectively manage complex workflows, prioritize tasks, meet deadlines, and maintain meticulous attention to detail, ensuring that all legislative, media and other relevant activities are well-coordinated and executed efficiently.
