San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services.

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.
In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness. The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.

In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

The ideal candidate will have:

  • Experience providing psychodiagnostic evaluations to adults who have been diagnosed with a serious mental illness.
  • Experience completing case management functions.
  • Experience providing assessment and treatment to adults with serious mental illness.
  • Experience working in a multi-disciplinary team to develop behavioral management plans for adults with serious mental illness.
  • Experience working in a community mental health clinic with adults who have been diagnosed with a serious mental illness.
  • Experience supervising doctoral students and organizing the unit’s internship program.
  • Ability to develop and maintain effective working relationships.
  • Ability to integrate culturally relevant aspects of clinical work into the treatment of patients.
  • Ability to effectively communicate both verbally and in writing.
  • Bilingual fluency in Spanish, Cantonese, Russian, Mandarin or Tagalog.

Psychologist I is the entry level class in the Psychologist series, providing professional psychological diagnostic and therapeutic services in a county program. Work is generally of a routine nature requiring more direct supervision for the more complex cases. This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.
Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant and training and research work in a comprehensive community mental health program with a high degree of skill and independence.
Psychologist I Salary:
$51.00 - $63.74 Hourly
$4,080.00 - $5,099.20 Biweekly
$8,840.00 - $11,048.27 Monthly
$106,080.00 - $132,579.20 Annually
Psychologist II Salary:
$55.92 - $69.92 Hourly
$4,473.60 - $5,593.60 Biweekly
$9,692.80 - $12,119.47 Monthly
$116,313.60 - $145,433.60 Annually

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Perform professional psychological work involving evaluation and treatment of adults; make diagnoses and provide psychotherapy and other kinds of psychological treatment.
  • Select and administer psychological tests or observational procedures, interpret their results and prepare psychological evaluation reports.
  • Carry out various kinds of treatment work such as individual or group psychotherapy, family therapy, crisis intervention, behavior modification and various types of group process experience.
  • Provide mental health consultation appropriate to the needs of various professionals, agencies and community groups.
  • Participate in developing preventive mental health procedures in segments of community life.
  • Participate in regional or service unit research projects.
  • Participate in the training of psychology trainees or other mental health disciplines.
  • Provide psychological consultation to other mental health staff or personnel of other community agencies.
  • Confer with patients' relatives and other providers regarding treatment and case management.
  • Act as liaison for clients hospitalized or in residential treatment.
  • Provide crisis services and screening for clients as needed.
  • Make recommendations regarding the handling and disposition of cases.
  • Consult with psychiatrists, social workers and others in community agencies regarding psychological aspects of their work.
  • Perform related duties as assigned.

Incumbents in the role we are recruiting for will work in Option 1:
Option 1: Adult: Providing direct and preventive mental health services to adults and the various professionals, agencies and institutions serving the adult population.

Qualifications

Licensure/Certification:

  • Psychologist I: Application for a waiver in lieu of license to the State Department of Mental Health for Psychology. An individual hired in this classification must become licensed within three years from the date of employment.
  • Psychologist II: California license in Clinical Psychology.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Psychologist I: Completion of an internship in Clinical Psychology serving an adult population.

Psychologist II:

Option 1: Adult - Two years of clinical experience with adults.

Knowledge of:

  • Principles, methods, techniques, material, devices used and current developments in the field of specialization.
  • Standard methods, techniques, materials and devices used in either clinical psychology, community, developmental psychology and psychological research.
  • Psychotherapeutic factors relevant to emotional, behavioral, learning, social interaction or social systems problems.
  • Techniques of mental health consultation, psychological research and training.
  • Various psychological tests available.
  • Standard methods of test evaluation and test results interpretations.
  • Approved techniques of therapeutic counseling.

Skill/Ability to:

  • Identify the relevant factors related to emotional, behavioral, learning, social interaction or social systems problems and to select and apply appropriate remedial or consultation techniques and procedures.
  • Analyze, interpret and apply the principles, methods, techniques, material and devices used in clinical, child, adult, forensic or developmental psychology depending upon the option.
  • Identify the relevant factors related to emotional, behavioral, learning, social interaction or social systems problems.
  • Select and apply appropriate remedial or clinical techniques and procedures.
  • Diagnosis and treatment of emotional, learning and social interaction problems.
  • Consider applicability of innovative treatment or consultation procedures to work problems and experiment with and evaluate the applicability of innovative treatment or consultation procedures to work problems.
  • Analyze situations accurately and adopt effective courses of action.
  • Maintain records and prepare reports.
  • Supervise the work of trainees and junior staff members.
  • Establish and maintain objectives and cooperative relationships with clients, other professionals and the public.
  • Speak and write effectively.

Application/Examination

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date, will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
