Location: Remote
IBSS is looking for a full-time Proposal Manager and Writer to support IBSS Federal scientific proposal development and new business capture activities. The successful candidate will be experienced in managing and writing proposals. The successful candidate will be highly organized, have strong attention to detail, and have the ability to work both independently and as a member of a team.
Key Responsibilities:
Manage proposals through all phases of the proposal process including strategy planning, outlining, kick-off, content development, internal review, production, submittal, and performance analysis
Take responsibility for developing compliant, compelling, and persuasive proposals with clearly defined win strategies
Analyze government RFIs, RFQs, and RFPs to determine proposal
Requirements
Prepare proposal compliance matrix, outline, and related materials
Facilitate proposal kick-off meetings and color team reviews
Document strategies including features, benefits, risks, mitigations, themes, and discriminators
Create outlines, storyboards, and mock-ups to ensure the proposal is compliant with requirements and evaluation criteria; lead storyboarding sessions
Identify sources of information needed and customize for specific opportunities, audiences, and proposals
Research, organize, and write management, past performance, technical, and other sections for Federal proposals and RFIs
Coordinate data calls with partners and internal subject matter experts
Interview and collaborate with solution architects, subject matter
experts, and executive leadership to capture key concepts and ideas while maintaining consistency in messaging and strategy and using proper tone/voice
Work with a graphic designer to develop clear, meaningful graphics
Ensure win themes and messaging are consistent and prominent throughout the proposal
Edit and format proposals and other business development documentation
Help develop and maintain content library
Strategize on tools and methods to increase efficiencies and accuracy throughout the capture and proposal process.
Required Skills /Education/ Certifications & Qualifications:
Bachelor's degree
3 to 5 years of proposal management experience
3 to 5 years writing, editing, and proofreading experience
Experience supporting scientific proposals or a scientific background
Shipley trained with Shipley proposal development methods
Strong editing skills including content, grammar, and punctuation
Strong analytical skills
Ability to contribute in a collaborative environment
Ability to interview technical experts to create written content
Solid organizational skills
Able to work on multiple proposals and tasks in parallel
Strong attention to detail
Exceptional verbal communication skills
Proficiency in Microsoft Word
Preferred Skills
Experience writing federal proposals (technical and management volumes)
Experience with Google Suite and Adobe Pro
Experience with Microsoft SharePoint
