The Proposal Team Supervisor oversees a team of proposal professionals, ensuring their work contributes to winning proposals. They actively support all phases of the team's assigned work from pre-proposal preparation to development, in collaboration with internal stakeholders. This work includes coordinating diverse groups of proposal stakeholders, supervising proposal schedules, deadlines, and quality assurance. The Supervisor acts in the role of final editor for proposal review before release to Sales. The Supervisor also monitors department processes as well as directing work assignments. They are responsible for coaching and developing staff to make certain they develop high-quality proposal deliverables (response questionnaires, annotated outlines, compliance matrices, proposal management plans, and content creation) that are both accurate and persuasive. This position coordinates the proposal library technology and authoring of proposal responses for both renewing and new business opportunities. The Supervisor ensures responses are compelling and effectively articulate the Delta Dental value story. They take care to see that win themes have been woven in throughout the response while being clear, concise, and compliant.
RESPONSIBILITIES
- Effectively leads the proposal administration staff and oversee the development of high-impact proposals, focused on customer needs.
- Manages the day-to-day activities of proposal administrators, including supervising their assigned proposals and prioritizing their workloads and schedules including proposal reviews, provide comments, and facilitates discussion among stakeholders to resolve information discrepancies and secure final approval of proposal documents.
- Guides staff in the creation of proposal management plans for complex deals and monitor all phases of the proposal project from pre-proposal preparation to development to ensure on-time delivery.
- Evaluates and monitors proposals in progress regularly, providing feedback and recommendations.
- Reviews and edits proposal drafts and materials before internal distribution to ensure accuracy and that the narratives are persuasive, compliant, and reader friendly. Analyzes the requirements and proposal output to ensure both compliance and responsiveness to the customer's needs.
- Collaborates with Sales, subject matter experts, and other stakeholders to create compliant, competitive, persuasive, and compelling proposals.
- Facilitates other contributors and writes original content including working with stakeholders to determine key messages (e.g., value proposition, win themes and other key differentiators).
- Prepares and leads effective Proposal Kickoff meetings and status calls, ensuring activities adhere to the proposal management plan and schedule. Collaborates with Sales and Underwriting leaders on bid decisions and opportunity strategy.
- Works in partnership with Marketing and Sales team members to develop high-impact win themes and value propositions for proposals.
QUALIFICATIONS
- Bachelor's degree preferred. High school diploma/GED required.
- 4 or more years of professional experience managing, or writing proposals, supporting captures, and/or in business development.
- Successful track record of leadership including supervising direct reports and motivating diverse teams to come together as one in the pursuit of winning business.
- Ability to effectively communicate with others, of all levels in the organization, in a collaborative environment while creating and guiding highly effective Proposal Teams.
- Strong time management skills and experience with simultaneously managing multiple people and proposals of all sizes from planning to delivery.
- Demonstrated experience managing overlapping projects with multiple stakeholders under tight deadlines.
- Ability to collaborate and work successfully in a fast-paced environment, deadline-driven atmosphere.
- Outstanding attention to detail and excellent communication skills, both written and verbal.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint), CRM (Salesforce, Pega) and proposal platforms (Qvidian, Loopio).
- Technologically savvy with collaboration tools (e.g., SharePoint, Teams).
- Experience with Federal Government proposal management and development preferred.
- Trained and experienced with the Shipley proposal management processes; APMP (Association of Proposal Management Professionals) Foundation Certification preferred.
- Marketing and communications experience is a plus!
Base Pay Information
The national base pay range at the end is a good faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications, and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity. $59,000 - $130,900
