Summary
Under the general supervision of the Executive Office Manager III, the Administrative Manager (Property Tax) is responsible for the management of the Property Tax Department in the Comal County Tax Office and requires an advanced knowledge of local and state laws and procedures related to ad valorem Property Tax collections. This individual is accountable for the annual collection of over $250 million in Property Tax collections, accurately imputing over 100,000 Property Tax transactions into the automated tax collections system, processing, printing, and mailing over 100,000 tax bills annually. Additional responsibilities include training employees on Property Tax procedures, preparing the annual Property Tax budget, preparing written correspondence to public inquires, and supervising personnel to ensure accurate and timely customer service.
Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:
- Assists in the supervision of the Property Tax department personnel and distributes daily workload.
- Tracks employee performance, counsel employees, and administers performance corrections.
- Observes work in progress to ensure accurate, judicious, and timely input of daily Property Tax.
- Ensures accurate accounting of over $1,000,000 in daily Property Tax collections.
- Prepares written reports and correspondence to Texas Comptroller, other state and local agencies/departments, and the public.
- Coordinates with the Texas Comptroller, Comal County Appraisal District, delinquent tax attorneys, taxing jurisdictions, and other agencies to interpret and apply Texas Property Tax laws and procedures.
- Develops and implements training procedures for Property Tax and satellite office personnel.
- Develops, implements, and maintains Property Tax Department policies and procedures.
- Assists in the preparation of the annual Property Tax Department budget.
- Attendance is an essential function of the job.

Mandatory Qualifications
EDUCATION and/or EXPERIENCE
High School Diploma or GED equivalent required; three (3) to five (5) years related supervisory, customer service, cash handling, data entry, and knowledge of Property Tax laws and procedures; or equivalent combination of education and experience. Must have working knowledge of daily deposits and reports as a support for the Clerk V (bookkeeper).

LANGUAGE SKILLS
Ability to read and interpret local, state, and federal laws and procedures, operating and maintenance instructions, and procedure manuals. Ability to write concise and comprehensive reports, office policies and procedures, and public correspondence. Ability to speak clearly and effectively before groups of customers, employees, or regulatory agencies.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Individual must be able to perform basic accounting skills, balance cash drawers, and effectively provide change.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of abstract variables in situations where limited or no standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES
Must exercise good public relations, calmly deal with difficult people, and adapt to process or procedural changes.
