The Property Manageris accountable for ensuring the Land Bank achieves its primary objectives of returning blighted, vacant, delinquent ad valorem properties to a tax generating status. The Property Managerworks collaboratively with staff, partners, a city, county, any community entity whose objectives are consistent with the authority granted to DRLB (DeKalb Regional Land Bank)
Experience/Educational Background preferences:
Previous experience with the operations of a Land Bank and its related functions and purposes. Minimum requirements include creating a reasoned property listing, property listing operational leadership and management skills, high level experience in real estate, banking, or government. Industry experience from the following organizations: HUD/FHA or local housing Department, Urban Renewal, Local government, Affordable Housing Initiatives, Real Estate law, Real Estate lending, Real property development and construction, Mortgage loans and applications, or similar environments. A minimum of an Associates or Bachelor’s degree in Business, Accounting, Management, Law, Political Science. A combination of Education and experience will be considered.
Essential Duties and Responsibilities:
- Supervises and evaluates, direct work tasks, may assist with, complete staff performance appraisals.
- Communicate Land Bank policies, rules, by-laws and regulations, procedures to assure consistent operational management of systems, processes, and expectations.
- Coordinate with staff to ensure internal and external customers receive consistently high service quality.
- Oversee all programs and projects as directed by the Executive Director and approved by the Land Bank Board.
- Ensure that all policies, procedures, and direction set forth by the Land Bank Authority Board are implemented in a professional and timely manner.
- Coordinates all legal matters with the Executive Director or Board and legal counsel as needed.
- Prepare and submit annual budget proposals, engage in budget approval process, and operate within the budget yearly.
- Assists with the designs, development of annual strategic plans as needed.
- Research/prepare/ incorporate annual legislative changes into Land Bank operations.
- Solicit and develop new public/private partnerships to achieve Land Bank objectives.
- Assist with or create, design, develop, implement marketing and training programs to build public awareness and support.
- Manage website content, and collateral materials.
