Job description

The Grievance Committee is one of the Fund’s Dispute Resolution System (DRS) offices. It is an advisory body that adjudicates complaints by staff alleging that the Fund has violated its own rules, regulations or procedures. The Committee hears grievances as a three-member panel composed of a neutral Chairperson, a management-appointed member and a SAC-appointed member. The Chairperson of the Committee is an external lawyer who specializes in arbitration. He/she is appointed by the Managing Director after close consultation with the Staff Association. While the other members of the panel are appointed by management and the SAC, they are also expected to hear and decide cases as neutrals. The Committee will either hold an evidentiary hearing, at which each side can present its evidence through witnesses and documents, or it will decide cases based on written submissions. At the end of a proceeding, the Committee submits a recommended decision to the Managing Director, who issues a final decision. Those decisions are appealable to the Administrative Tribunal.

The Grievance Committee is seeking a part-time Projects Analystto provide a full range of office and specialized support to the office. The Projects Analyst will report to the Chair of the Grievance Committee and will perform a range of duties. The ideal candidate should have excellent technical and interpersonal skills; maturity of judgment; an ability to work well in a small office under limited guidance; remain diplomatic and sensitive to the needs of staff visits; and, strongly focused on confidentiality in all aspects of daily work.

Minimum Qualifications

A combination of training and experience equivalent to completion of a secondary school education, supplemented by a minimum of four to six years of relevant experience, is required. The ideal candidate will hold a university degree in the social sciences or equivalent and have some paralegal background.

Specific requirements include:

  • Ability and willingness to learn and navigate new technology

  • Proficiency in case files, legal data management, organization, and visualization

  • Ability to build relationships by listening to, understanding, and addressing the needs of clients, supervisors, and colleagues

  • Thorough knowledge of and proficiency in advanced functions of the Fund’s technology packages (MS Word, Excel, Power Point, Outlook, SharePoint). This position requires demonstratedproficiency with organizing data and electronic file management skills.

    • Strong English language skills (verbal and written), including ability to draft a variety of correspondence and edit materials

    • Experience in identifying data sources, interpreting data, visualizing data, and using data for the purpose of problem solving and identification of trends

    • Excellent judgment, tact, and a high level of discretion in dealing with confidential and sensitive matters

    • Effective time management and administrative skills, with ability to adapt to changing business needs, and willingness to learn new skills and be able to take on additional responsibilities

    • Strong interpersonal skills and respect for different points of view in a multi-cultural environment

    • Positive and client-service attitude, initiative, reliability, resourcefulness, and follow-through on team priorities

    • Dedicated team player with excellent organizational skills, ability to prioritize assignments when working on multiple assignments, and to deliver high-quality work under pressure and tight deadlines, with minimum supervision

    • Strong service orientation, interpersonal and leadership skills, and the ability to work with staff at all levels, with demonstrated high degree of initiative, discretion, and good judgment, sometimes dealing with very sensitive and confidential issues

    • Ability to research, analyze and synthesize information from a variety of sources (staff handbook, Internet, etc.) and pulling them together in a usable format

    • A thorough understanding of how Dispute Resolution offices and systems operate

      This position will be for an initial appointment of three months with hourly rate and no benefits, and may be extended based on performance and business needs. It is expected that the average commitment would be 5-10 hours per week, as agreed with the supervisor under flexible arrangements. The candidate must reside locally in the Washington, DC area and possess a valid work authorization, green card, or U.S. citizenship. Occasional work in IMF Headquarters may be expected.
