Position Overview
Under the direction of the Project Management Manager, the Project Manager applies project management principles to deliver projects on time, within budget, and with quality results. The Project Manager plans, organizes, monitors, and oversees multiple projects, ranging in complexity, to meet defined requirements or Tampa Bay Water's specifications. The Project Manager manages projects for the entire life cycle (i.e., planning, design, professional services selection, construction/execution, and close-out) relying on the project core team and applying Tampa Bay Water' Project Management Methodology. Employees in this position have strong communication and leadership skills and general knowledge of water supply planning and design and related infrastructure.
Essential Functions
  • Analyze project actual performance against the project plan and make adjustments consistent with plan objectives.
  • Maintain the projects Risks Register and proactively manage project risks.
  • Manage relationships with project stakeholders, keeping the stakeholders informed of progress and issues to manage expectations on all project's requirements and deliverables.
  • Manage activities of professional consultants and construction contractors regarding negotiated scope of services on projects under charge.
  • Manage multiple capital and non-capital projects included in Agency's programs such as the Energy Management Program, Long-Term Master Water Plan, and the Capital Improvements Program.
  • Negotiate or participates in contract procurement selection committees, negotiation of professional consultants and construction contractors scope of work, fees and associated agreements/contracts terms and conditions, and amendments thereof.
  • Oversee project documentation and updates to relevant knowledge bases; analyze lessons learned and share with other Project Managers and project stakeholders.
  • Proactively identify changes in scope and ensure appropriate measures are taken with internal and external stakeholders to reassess and amend the scope of work requirements, budget, and timeline.
  • Provide input/justification for project costs and budget impact and changes.
  • Coordinate project activities with internal and external stakeholders such as local planning agencies, member governments, and other cooperative agencies.
  • Request purchase orders, and review and process vendors' invoices on projects under charge.
  • Support the Administration of the Capital Improvements Program software.
  • Support the development of the annual update of Tampa Bay Water's Capital Improvements Program.
  • Track and report on project progress plan, cost, and schedule, including change control.
  • Coordinate monthly Capital Improvement Program meetings.
  • Develop and update of the Southwest Florida Water Management District Facilities Report.
  • Develop and/or update of Project Management Standard Operating Procedures.
  • Develop the Executive Quarterly Capital Improvements Program Reports and Board Status Updates
  • Develop and enforce quality control of projects implementation in accordance with Best Project Management practices.
  • Develop and/or oversee the development of assigned project scope of work, schedule, cost estimates, stakeholder management plan and procurement plans.
  • Effectively coordinate the activities of internal and contracted project team members to meet project milestones and quality.
  • Facilitate transfer of data and information between Tampa Bay Water and member governments, regulatory agencies and/or staff.
  • Prepare and provide presentations to diverse audiences including member governments, Tampa Bay Water's Board of Directors, regulatory agency's (inclusive of the SWFWMD) and the public.
  • Observe Safety Policies and Procedures in accordance with the Agency Safety Program.
  • Perform related work as directed.

Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.
Minimum Qualifications
MINIMUM TRAINING AND EXPERIENCE:
  • Three (3) to five (5) years demonstrated experience in creating and maintaining project deliverables such as project charters, statements of work, project status reports, communication plans, risk management plans, and budgets.
  • Three (3) to five (5) years demonstrated experience in managing projects, project teams, scopes of work, issues and risks, and quality while bringing projects to successful completion within budget and schedule.
Preferred Training and Experience:
  • Water utility and/or water supply planning, design, and construction experience.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
  • Experience developing, implementing, and maintaining effective project management policies, processes, and procedures.
  • Experience developing, implementing, and maintaining effective water supply planning policies, processes, and procedures.
  • Professional work experience in water supply planning, water infrastructure engineering design and/or construction.
  • Strong interpersonal, leadership and team building skills.
  • Strong negotiation skills
  • Ability to ask for input, offer help without being asked, accept suggestions and work with others to solve problems.
  • Ability to demonstrate strong two-way communication skills, including the ability to listen explain, and facilitate.

  • Proficiency with software tools such as Microsoft Teams, SharePoint, Word, Excel, Project Schedule, and Power Point

MINIMUM EDUCATION REQUIRED:
  • Bachelor's degree from an accredited college or university.

Preferred Education:
  • Bachelor's degree or higher in Project Management, Urban and Regional Planning, Construction Management, Geography, Environmental Science, Environmental Management, Water Resources Management, or Chemical, Civil, Industrial, or Environmental Engineering from an accredited college or university.

REQUIRED LICENSES AND CERTIFICATIONS:
  • Valid Florida driver's license.

Preferred Licenses and Certifications:
  • Certified Associate in Project Management (CAPM) OR Project Management Professional (PMP) from the Project Management Institute (PMI)

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
Physical Abilities: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Abilities: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Requirements: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
CAREER LADDER REQUIREMENTS:
This position is the first step on the Project Management Career Ladder which includes, in order: Project Manager; Senior Project Manager, and Principal Project Manager. To be eligible for advancement to Senior Project Manager an employee must complete a minimum of two (2) years as a Project Manager at Tampa Bay Water and meet the experience and certification requirements of the Senior Project Manager position.
Additionally, the employee must be at a rating of fully meets expectation or above in all performance categories for the prior Performance Evaluation.
