Job Description:

As a Project Manager, you will be responsible for various tasks assigned by the Department's Contract Manager. Your duties include:

A. Program and Project Management Plans:

• Prepare Program Management Plans and Project Management Plans within specified timeframes.
• Submit plans for approval, covering scope of work, staffing plan, communication plan, governance process, identified projects, benefit measurement, strategic plan, operations guide, risk management processes, change management process, stakeholder management, benefits management, and reporting.

B. Plan Review and Updates:

• Review and update approved Program/Project Management Plans throughout the term.
• Send changes for review and approval following the change management plan process.

C. Documentation Preparation:

• Prepare Legislative Budget Requests (LBR), Statements of Work (SOW), Operational Work Plans (OWP), and similar documentation for assigned projects.
• Develop Microsoft Project schedules or equivalent, including task durations, start and finish dates, predecessors, successors, resources, and project planning tasks.

E. Schedule Management:

• Regularly review and update project schedules.
• Send changes or risks for review and approval prior to implementation.
• Maintain approved project schedules on a weekly basis and keep the Project Management Plan current.

F. Documentation Management:

• Populate and maintain RAID Logs and various project documentation templates.
• Provide copies of RAID Logs to the Contract Manager upon request.

G. Compliance:

• Comply with OATS Administrative Policies and Procedures.
• Prepare ISDM or SDF documentation indicating project compliance with OATS policies and procedures.

H. Technical Documentation:

• Oversee and manage the development and storage of project technical documentation.
• Ensure compliance with OATS policies, procedures, and technical standards.

I. Resource Management:

• Work with Functional Managers to obtain and maintain resources as required.

J. Team Leadership:

• Lead the Project Team in executing activities, ensuring tasks are assigned appropriately and program/project artifacts are created and maintained.

K. Scope, Budget, and Schedule Management:

• Manage the process for revising program/project scope, budget, and schedule.
• Document and manage program/project communications, scope, schedule, and budget.

Qualification Requirements:

Minimum Qualifications:

1. Effective communication skills (verbal and written) with Department staff.
2. Project Management Professional (PMP) certification.
3. Minimum of ten (10) years of IT business/industry work experience.
4. Minimum of seven (7) years of project management experience.
5. Experience with Agile Methodologies.
6. Minimum of five (5) years managing projects according to PMI's standards (PMBOK Guide).
7. Minimum of three (3) years developing program or project strategy, business cases, and enterprise-wide plans.
8. Minimum of three (3) years managing large, cross-divisional, and cross-functional software development programs/projects.

Preferred Experience:

1. Experience leading custom software development projects, Microsoft Dynamics 365, or Microsoft Power Platform development programs/projects.
2. Experience leading cloud solution development programs/projects.
3. Experience communicating with IT and business leadership.
4. Experience facilitating requirements gathering and Joint Application Design sessions.
5. Experience preparing Legislative Budget Requests (LBR), Statements of Work (SOW), and Operational Work Plans (OWP).
6. Experience with State Purchasing rules, processes, and documentation.
7. Experience with IT purchasing processes and practices.
8. Experience managing documentation in MS SharePoint.
9. Experience managing projects for a state of Florida Information Technology PMO.
10. Experience creating a Solution Definition Framework or ISDM.

Educational Qualifications:

• Minimum of a bachelor's degree in computer science, management information systems, or related field; or
• Five years of work experience in information technology, systems analysis, or program management.
