Job Description
Position Overview:
Project Manager III is a senior-level professional responsible for overseeing the overall definition, organization, and direction of complex programs. With a Bachelor's level degree in any technical or managerial discipline and a minimum of 15 years of professional experience in program/project management, the incumbent will lead the formulation, guidance, and direction of technical approaches, as well as negotiation with activity and agency personnel for necessary resources. This role requires expertise in establishing and controlling technical milestones, schedules, budgets, and costs to ensure the successful execution of short and long-range plans.
Key Responsibilities:
- Lead the overall definition, organization, and direction of complex programs, ensuring alignment with organizational goals and objectives.
- Formulate, guide, and direct the technical approach for program execution, leveraging expertise in technical and managerial disciplines.
- Define and negotiate with activity and agency personnel for necessary resources, including personnel, funding, equipment, and facilities.
- Establish and control technical milestones, schedules, budgets, and costs to ensure efficient resource allocation and adherence to project goals.
- Develop and maintain comprehensive project plans, outlining key deliverables, milestones, dependencies, and resource requirements.
- Monitor project progress and performance against established objectives, identifying and mitigating risks and issues as they arise.
- Collaborate with cross-functional teams and stakeholders to facilitate communication, coordination, and alignment throughout the project lifecycle.
- Provide leadership and guidance to project team members, fostering a collaborative and high-performance work environment.
- Prepare and deliver regular project status reports and presentations to senior management and stakeholders, highlighting progress, risks, and recommendations.
- Drive continuous improvement initiatives to enhance project management processes, methodologies, and tools.
- Lead the development of contractual deliverable requirements (CDRLs) with consistently high quality and timely submissions.
Qualifications:

- Bachelor's level degree in any technical or managerial discipline.
- Minimum of 15 years of professional experience in program/project management, with a proven track record of successfully leading complex programs.
- Strong technical and managerial expertise, with the ability to formulate and guide technical approaches to achieve project objectives.
- Excellent negotiation skills, with the ability to define and secure necessary resources from activity and agency personnel.
- Proficiency in establishing and controlling technical milestones, schedules, budgets, and costs to ensure project success.
- Demonstrated leadership abilities, with experience leading cross-functional teams and driving project execution.
- Strong communication and interpersonal skills, with the ability to effectively engage with stakeholders at all levels.
- Proven ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines in a fast-paced environment.
- Familiarity with project management methodologies, tools, and best practices
- PMI Project Management Professional certification preferred.
- Proficiency in the Microsoft Suite of Products: Word, Excel, PowerPoint
