Under general supervision, assists in the creation and implementation of strategies and programs for the Innovation Department. Responsible for helping to coordinate the development and implementation of an agency-wide strategic plan to position CTA for success in a post-pandemic environment and ensure CTA is investing in services, tools and technologies that support riders and employees. Supports and organizes department programs and projects and assists project managers and department leaders on key initiatives to ensure successful project completion.
PRIMARY RESPONSIBILITIES
- Coordinates the creation of an agency-wide Strategic Plan and continued implementation of agency Action Plans.
- Coordinates across CTA departments and with external stakeholders to gather data and feedback.
- Creates a work plan and a timeline to deliver key milestones toward project completion.
- Supports development of the strategic plan and drafts plan content.
- Coordinates with consultants and external stakeholders to hit key milestones toward project completion, including ongoing tracking and management of the plan milestones.
- Coordinates outreach and engagement around the strategic plan process and outcomes.
- Assists with several departmental initiatives by providing general support, including:
- Conducting research and analysis for pilot programs, emerging mobility trends, and transit policy.
- Providing scope development for new initiatives.
- Analyzing and reporting of customer market research.
- Stakeholder engagement with advocates.
- Conducting contract oversight.
- Supports project managers and department leaders with developing before and after analyses and other evaluation methods to track project success.
- Identifies KPIs to track progress of plans and projects.
- Defines and documents success of pilots and initiatives.
- Identifies methods to rectify concerns and issues.
- Creates communication materials on projects.
- Responsible for researching and writing documents that present strategies, outline plans and summarize accomplishments, including recommendations and reports to the CTA Board.

EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor's degree in Urban Planning, Economics, Public Administration, Strategy, Business, or a related field, plus minimum two (2) years of experience in strategy development, planning, research, analysis, or an equivalent combination of education and experience relating to this position.
PHYSICAL REQUIREMENTS
- Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

- Working knowledge in crafting creative solutions and articulating complex issues concisely.
- Good leadership skills and strategic ability to formulate and drive a high-profile and agency-wide program.
- Strong written and oral communication skills including presentation experience to large and diverse audiences.
- Strong computer skills, including use of Microsoft programs i.e., Word, Excel, Outlook, etc., familiarity with GIS.
- Ability to gather, analyze, and evaluate facts and to prepare and present concise oral and written reports.
- Ability to establish and retain effective working relationships both internally and externally.
- Ability to exercise good judgement

- May be required to travel to various field locations.
- Subject to normal garage/shop location hazards, such as noise, dust, grease, moving vehicles, etc. when visiting field locations.
