Kleinfelder’s Southern California Area is hiring a Project Controls Specialist to join our team! The Project Controls Specialist performs tasks throughout the project lifecycle in support of contracts, budget, schedule, and reporting activities.  This position assists Kleinfelder’s project managers and program managers with the development and organization of project data such as fee estimates, earned value, status reports, cost reports, backlog projections and resource needs.  The Project Controls Specialist works under general supervision from the Supervisor/Manager within specific guidelines and protocols on routine and semiroutine assignments.

 

The Project Controls Specialist will:

  • Work directly with Project Managers, Program Managers, and Senior Project Control Specialists to support in the execution of all Project Controls processes and systems on large-scale delivery projects from proposal to close-out phases.
  • Status/Cost Tracking and Analysis Assists with data collection and implementation of accounting methods, budget tracking, earned value analysis, status reports, and cost projections based on Project Manager or Senior Project Control Specialist direction.
  • Cost Proposals/Rate Analysis – Assists in development of cost proposals or fee estimates to meet client needs. Performs rate analysis to optimize project performance.
  • Prevailing Wage - Support development, refinement, and implementation of prevailing wage and labor compliance processes; Collaborate with project team and operational stakeholders on a unified approach following the requirements outlined in the Public Works Manual.
  • Subcontractor Management - Implement and manage subcontractor evaluation systems (e.g., third-party prequalification providers such as ISNet or Avetta), to evaluate subcontractors’ health, safety, and environment performance.
  • Change Management - Assists in tracking and monitoring the change management process.
  • Contract Agreements/Invoicing - Coordination with Kleinfelder’s contract department for initiation and completion of Prime/Sub agreement, Certificate of Insurance, subcontractor task orders, and Kleinfelder Master Service Agreements; support Project Managers in contract management/compliance, invoice management, document control, client meetings/coordination, and interaction with AR Collections Specialist team.
  • Periodic Status Reporting - Take the lead in the development and maintenance of periodic status reports to keep management and/or client informed on the project progress.
  • Scheduling Support - Provide support for intermediate planning and critical path scheduling for baseline, resources, and progress tracking needs.
  • Project Related Tasks Assists with project tasks such as permit applications, agency regulation coordination, project funding, community relations, and project communications.
  • Project Delivery Team Support – Assist and support Project Manager, assigned project staff, and Senior Project Control Specialist as requested.
  • Document Control - Implementation and monitoring of project document structure to ensure QA/QC compliance, logical tier creation, and coordination of project files through administrative team.  This includes hard copy and electronic.  

Requirements:  Self-motivated, minimal supervision, detail-oriented professional with minimum 4 years of related experience to include project and accounting experience.  Advanced skills in Excel including high-level spreadsheet functions preferred.  Knowledge of applicable prevailing wage laws, regulations, and requirements desirable.

 

Education:  Associates’ degree from a two-year college in finance, business, or project management required.  B.S. in Finance/Accounting preferred.

 

Experience:  Well-developed presentation, communication, and interpersonal skills.  Demonstrate team collaboration, communication, organization, and self-prioritization skills. 

 

Must be:

  • able to work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.
  • a problem solver with the ability to find resolutions.

The expected salary range for the position is displayed in accordance with the California Equal Pay for Equal Work Act.  Final agreed upon compensation is based upon individual qualifications and experience. Salary Range: 58,000-97,000
