General Description
Manages and coordinates, with considerable independence, all activities of a particular Program/Project within a section or agency.
Works under general supervision, independently developing work methods and sequences.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations related to contracts, grants, procurement or closely related experience.

- Certification in recognized state or national organization in related area of project management
- Certification in recognized state or national organization in related area of procurement or grants administration
- Experience with contracts management or specification writing

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Plans, directs and supervises the activities of staff. (Depending on area of assignment)
Works with and under the direction of the Contracts/Grants Administrator, Sr.
Responsible for highly specialized, professional administrative work to oversee and manage the Division's contract purchasing functions.
Responsible for monitoring to ensure the Division's consistency and legal compliance with procurement policies, procedures and methods, and requirements of federal, state, and local laws.
Plans, assigns and reviews the work of subordinate buyers and support staff.
Provides technical expertise concerning contract specifications and complex purchasing activities.
Reviews and approves requisitions, coordinates procurement requirements with departments; verifies budgetary funding; prepares bid specifications and scopes of work; recommends award of contracts; and issues purchase orders.
Prepares and submits Commission agenda items to department directors and/or the Division Director relating to contract awards and other procurement related items, including but not limited to ADA-compliant documents.
Negotiates and confers with vendors on terms, conditions, and pricing; analyzes bid and proposal responses for responsiveness.
Attends/conducts meetings (agenda review, bid conferences, evaluation meetings, etc.) and interacts with administration, departments, and outside agencies regarding procurement related matters.
Prepares statistical report of historical usage, costs, savings, and feasibility of new programs or other reports as assigned.
Provides training and guidance to staff and vendors regarding procurement policies and procedures.
Coordinates contract preparation, execution, implementation, and administration, including obtaining legal review and approval when required.
Provides supplemental project support for various project activities, including maintaining project tracking sites, creating and maintaining templates, tracking narrative and project components, and developing Requests for Proposal transition documents upon notification of successful award.
Develops and write responses to requests for proposals or applications.
Proofread, edit, and rewrite various types of marketing and Requests for Proposal copy.
Navigate application processes, business relationships and follow-ups over the long term with potential opportunities.
Plans, develops, authorizes, implements, supervises, and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.
Develops policies, procedures and guidelines related to programs/projects and services.
Promotes and assesses agency programs and services; cooperatively plans and implements programs and community-wide special events.
Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.
May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.
Monitors and supervises maintenance of project records and documentation.
Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.
Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.
Communicates key procedural changes to staff and management.
Performs related work as assigned.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
