ORGANIZATIONAL RELATIONSHIP: The Programmer Analyst reports directly to the Software Development Manager or in their absence, to the Director of Computer Services.
JOB DEFINITION: The Programmer Analyst is responsible for entry-to-mid level programming changes and entry-level design and analysis. The Programmer Analyst also updates existing requirements documents.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Writes code for new and existing programs, primarily those of an entry-to-mid level.
- Consults and works with more senior level analysts to provide input and suggestions into the design of entry-to mid-level software changes and to clarify program intent and identify problems.
- Updates existing requirements documents to reflect design changes.
- Implements application updates as specified by more senior level development staff.
- Mentors less experienced programmers in developing their coding skills.
- Tests own programming changes to ensure accuracy prior to releasing for quality assurance or support testing.
- Assists support with resolving end-user issues.
- Outlines programming changes for testers and documentation team.
- Participates in application topics team(s).
NON-ESSENTIAL DUTIES:
- Performs other programming duties for assigned software when requested.
- Other duties as assigned by immediate supervisor or designee.
EDUCATION, SKILLS AND KNOWLEDGE REQUIRED:
- Minimum requirement is an Associate's degree in computer science, management information systems or related field and minimum one (1) year of programming experience is required. Will consider a minimum of one (1) year post-secondary education and four (4) years related field work experience. A Bachelor's degree is preferred.
- Computer experience with Microsoft Word, Excel, Outlook, data entry, email and experience managing file sharing with Google Drive.
- Adept at using virtual meeting platforms such as Skype, Zoom and Microsoft Teams.
- Requires complex problem-solving skills to identify problems and reviewing related information to develop and evaluate options and implement solutions.
- Requires self-starting skills as well as being detail-oriented.
- Must be able to work individually and as part of a team.
- Must possess problem solving capabilities.
- Excellent organizational and time management skills to coordinate and prioritize the tasks based on project deadlines as several projects be assigned simultaneously. And must be able to type accurately and maintain a high level of productivity.
- Excellent written and verbal communication skills required.
- Ability to maintain positive working relationships with staff members, as communicating customer needs depends on this.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Continuously refresh, expand and obtain knowledge of various software and technical assistance to advance the capacity to provide services. This includes reading books, trade publications and utilizing resources and websites available through the Internet.
- Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the immediate supervisor or required of the position.
PHYSICAL REQUIREMENTS:
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
- Ability to travel to various work site locations and meetings as needed.
TIME REQUIREMENTS:
- This is a full time exempt position following a twelve-month work schedule. Occasional overnight travel for conferences and training events is required.
- Extra hours may be required during peak workload periods.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
