Program Support Specialist
Monday - Friday | 7am - 4pm

About this position
The Program Support Specialist reports to the CMS Mail Operations Manager and acts as the mail solutions expert for Washington State Government Agencies. This role entails analyzing industry trends and technological advancements that could potentially affect the direction of mail handling within State Government. This position helps implement and manage mail related contracts on behalf of the state. This position also supervises a small production crew in the Outgoing section and provides managerial oversight in the absence of the Outgoing Manager.
This is a fast-paced office/warehouse environment that is routinely dictated by set delivery schedules and customer needs. You will need to constantly manage multiple tasks, be able to sit and or stand for prolonged periods in addition to working in noisy conditions without loss of concentration. Other task and requirements include lifting, loading/unloading heavy items of mail trays, tubs and/or packages weighing up to 70 lbs., getting in and out of vehicles of varying sizes, processing mail on mail equipment, troubleshooting mechanical problems and equipment breakdowns, and at times working in inclement weather conditions. The selected incumbent will be expected to meet the physical demands of this position, work evenings or weekends when necessary to meet business and or customer needs. Reliable and timely attendance is essential.
This position is recognized as a Continuity of Operations Plans (COOP) Designation - for Disaster or Emergency Recovery. The selected candidate will provide and coordinate program activities affecting essential services of the statewide impact.
About the division
The
Business Resources Division (BRD) within the Department of Enterprise Services (DES) provides a number of services to state agencies, local governments, and non-profit organizations. Services provided by the division include Consolidated Mail Services, Fleet Operations, Management Staff, Print & Imaging, and Surplus Operations.
DES provides centralized leadership in efficiently and cost-effectively managing resources necessary to support the delivery of state government services. Duties
Some of what you will be doing
Section Support and Leadership
  • Analyzes new mail technology for cost effectiveness, recommending changes as necessary
  • Provides program wide industry research and development to enhance current and future business needs
  • Develops and interprets policies/procedures and sets standards for specific activities
  • Anticipates potential conflicts and attempts a resolution before problems occur
  • Helps state procure new mail service and equipment contracts
Production
  • Leads day shift Outgoing Mail section production and quality control activities
  • Interacts daily with direct reports on Outgoing day shift and elevates issues to Mail Operations Manager when necessary
  • Helps determine priorities, set objectives, and coordinate resources (equip/staffing) within the Outgoing area
  • Uses whatever resources are available to ensure Outgoing day shift is running efficiently and that mail is processed in a timely cost effective manner
  • Prepares and maintains reports and recommendations or directs staff engaged in these tasks
  • Outgoing Section lead for SOP development and maintenance
  • Facilitates compliance of presort and metering quality control measures
  • Ensures the shift has meaningful huddles each day
Customer Service - Helps our customers succeed
  • Ensures that direct reports maintain a customer focus in everything they do
  • Anticipates potential conflicts and attempts a resolution before problems occur
  • Works with customers to find best mail solutions
  • Responds quickly to customer needs
  • Maintains a good working relationship with external industries and associations

Qualifications
Required Qualifications:
  • Bachelor's degree
    AND two (2) years' experience in a mail, warehouse, production or service industry environment
    OR
  • A combination of relevant experience and/or education totaling six (6) years
    AND one (1) year of supervisory experience
    *Experience may have been gained concurrently*
  • Must possess a driver's license free of serious violations and restrictions (If selected for hire, you must provide a current copy of your Driver's Abstract. (Please note you will be responsible for paying the $15 fee)
  • Must be willing to have a background checked performed prior to employment

Preferred/Desired Qualifications
  • Mail Design Professional (MDP). If an employee is not MDP certified upon hire, the hiring manager/supervisor may allow up to six months in order to attain certification
  • Must possess a clean driver's abstract
  • Should be able to pass criminal justice records checks

Work Schedule
Monday - Friday 7:00 am - 4:00 pm; however, positions at this level sometimes require evening and weekend work. Daily workload requires some flexibility to meet business and or customer needs.
Customer InteractionCustomer interactions, internal and external, are daily and can include exchanges with argumentative or dissatisfied customers. This position works professionally and collaboratively to solve issues or assists them in contacting CMS staff who can promptly resolve problems.
Travel requirements
Local travel for meetings, committees, and customer visits is normal several times weekly. Additional infrequent travel may be necessary that varies from five miles to 250 miles per day.
