Domestic Violence Services (DVS) provides a variety of comprehensive immediate and long-term support services to survivors of Domestic Violence and their families. DVS provides oversight for the largest domestic shelter system in the country which provides safety and services for this vulnerable population. This network of more than 55 emergency Domestic Violence shelters provides temporary emergency housing, and supportive services to over 17,500 victims of Domestic Violence and their children annually. DVS provides oversight and funding for the 24-hour Domestic Violence hotline. DVS also administers the No Violence Again (NOVA) program located at the Department of Homeless Services (DHS) intake center and the Domestic Violence Liaison Unit, which provides Domestic Violence counseling and intervention at Job Centers. DVS partners with a network of community-based organizations, that provide counseling, legal services, financial development services, and job readiness for Domestic Violence survivors.
Domestic Violence Services (DVS) is recruiting for one (1) Administrative Director of Social Services NM II, to function as a Program, Policy, and Domestic Violence Regulatory Compliance Specialist who will:
Under administrative direction of the Assistant Deputy Commissioner (ADC), with very great latitude for the exercise of independent judgment, initiative, and decision-making, assists the ADC in highly confidential and sensitive administrative, managerial operations of the NYC Domestic Violence emergency shelter program and non-residential service program. The incumbent is also responsible for the planning, implementation and evaluation of program legal compliance, performance benchmarks and goals and the confidential administrative management of program polices, objectives and overall operations.
-Interpret and implement procedures based on federal, state, and local laws governing Domestic Violence programs and housing. Interprets and implements administrative directives and policies for Domestic Violence programs, shelter, and transitional housing, issued by the state oversight agencies, Office of Children and Family Services (OCFS) and the Office of Temporary and Disability Assistance (OTDA). Review and draft program comments on DV legislation and state administrative directives.
-Develop mechanisms to monitor adherence to procedure, program wide management planning, policy development and implementation. Develop management indicators including working with the DVS directors to identify and accomplish goals and benchmarks during the year and tracking and reporting those achievements throughout the year. Conduct periodic surveys and studies of various functional aspects of the DVS programs to assess, evaluate and improve efficiency, program efficacy and legal compliance.
-Provide guidance of a highly confidential, sensitive, and substantial nature to the Assistant Deputy Commissioner and EIS Deputy Commissioner. Provide guidance and vital program operations knowledge and data analysis to inform policy and decision-making by the senior leadership on Domestic Violence program administration, housing, and shelter provider contractual obligations.
-Work closely and regularly with executive staff of external City agencies including ACS, DOE and DOHMH, establish and maintain cooperative relationships with public, voluntary and community agencies. Make contact and initiate discussions and complete post-meeting follow-up action items, answer constituent letters, address concerns from the various coalitions, advocacy groups, task forces, workgroups and program provides. Work closely with HRA units, OPPT, Office of Disability Affairs, FIA, and End GBV on DVS procedures, shelter intake policies and DHS streamline referrals.
-Attend and participate in city and state agency stakeholder meetings, roundtables, and committees for the advancement of the DVS program.
-Serve as point person for the collection of information for high level, sensitive, media related or complex cases and drafting of appropriate summaries and response.
-Prepare specialized reports, correspondence, and memoranda regarding administrative and/or programmatic matters as directed for submission to Commissioner, governmental and non-governmental regulatory bodies.
-Manage all DV special projects, special inquiries, and collection of data in response to annual NYC City Council Hearings, Mayor's Office requests and local law reports related to the DV program's performance on shelter placements, discharges, Domestic Violence waivers, reasonable accommodations and other medics used to track program performance. Monitor the progress of such projects, make recommendation for modifications to ensure successful timely completion.
-Work closely with executive staff and information technology systems teams to develop, improve, or modify DVS computer applications and data reporting to advance program efficiencies in response to agency mandates, increased need for DVS services, Regulatory Compliance and regular data requests from senior leadership, City Hall and City Council.
-Serve as lead DVS liaison on the ongoing restructuring of DHS/NOVA separation case reassessments and the related ongoing litigation by Legal Aid and advocates. Serve as lead in the reconstruction of the NOVA assessment procedure and statistical validation project as it relates to the ongoing litigation involving DV shelter intake and DHS separations at DHS intake sites.
Qualifications
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
