The Program Planner 3 ensures the timely, accurate and complete planning and scheduling for all materials, services, and related components to support GD-OTS Programs. Develops Program Supply Chain plans in coordination with Supply Chain buying personnel. Participates on supplier evaluation teams to ensure effective supplier performance in support of program schedules. Ensures all Planning related activities are undertaken and completed in accordance with defined timelines.
- Develops ongoing, midrange tactical and long-range strategic level planning program plan that identifies key milestones that meet customer/contract requirements.
- Develops and tracks program schedule activities including interfacing with program team to obtain status and updates schedules. Reports progress to the Customer, Program Manager, and Leadership Team.
- Maintains network-based schedules for individual programs and related components.
- Develops and analyzes complex planning scenarios to include Capacity Planning, formulation of vendor lead times, manufacturing setback schedules, and plant workflow considerations.
- Performs data entry of planning data into GDOTS automated MRP/IMP/IMS databases.
- Establishes and defines Program Supply Chain plans for assigned Programs including implementation plans/schedules program planning assumptions, component, and end item delivery schedules, and expediting items late to contract delivery date, GFM requirements, ballistic test matrices, and attrition/usage factors and performs in-depth studies to determine optimum program plans.
- Generates Purchase Order (PO) requisitions based on material and service requirements.
- Identifies, analyzes, and develops plans for improvements to existing and new business systems.
- May participate in internal and external audits.
- Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
- Leads development of Program Supply Chain plans for newly awarded contracts.
- Works closely with each functional area and vendors to identify and resolve material availability and program schedule issues by performing extensive investigations as required. Releases work orders to support those requirements.
- Decreases/minimizes invested working capital by minimizing GD-owned inventory by JIT and other applicable strategies/practices.
- Maintains program and technical knowledge to identify significant problems and to create and execute workaround programs to achieve successfulsolutions.
- Provides support with transportation, warehousing, packaging, and materials handling and expediting of items late to contracted delivery date.
- In coordination with Supply Chain Compliance groups, may review existing standards and procedures for applicability and for compliance to appropriate Government and/or corporate requirements.
- Implements system and process improvements to organizational systems/practices, operates within the framework of GDOTS Corporate and Seattle policies and procedures.
- Maintains continual interaction with all functional departments in the planning and status of material availability issues.
- May represent GDOTS Supply Chain in internal and external meetings and communications.
- Serves as the focal point with the Program Office on all program planning activities.

- Strong analytical skills using computer-modeling tools such as MRP, MRPII, MS Project.
- Experienced with Microsoft office environment, specifically, MS Word, MS Excel, MS Outlook and MS Project or equivalent scheduling software.
- Familiarity with ordnance configuration and manufacturing processes.
- Knowledge of HAZMAT principles and related Government regulations.
- Experience with material movement from manufacturing/production facilities, including remote sites both domestic and international.
- Must be able to obtain a DOD Secret Security Clearance.
- Must be able to function effectively in a high speed, complex environment.
- Must have a current knowledge of MMAS principles.
- Must have a current knowledge of applicable or related Government regulations.
- Responds promptly to customer needs.
- Demonstrates persistence and overcomes obstacles with a sense of urgency.
- Knowledge of ITARS, FAR and Customs requirements.
- Understanding of Federal Regulations relative to import/export transactions.
- Pursuit or achievement of the APICS certification.
- Ability to travel, including possible international travel, is required.
Education and/or Experience: BS/BA in Business Administration, Finance, Accounting or Engineering from a (4) four year college or university; or (6) six to (9) nine years of related experience and/or training; or equivalent combination of education and experience. Min of (5) five years direct experience in technical program planning, scheduling, and budgeting.
