Project Description

The English Access Scholarship Program (Access) is a multi-faceted program supporting global English language learning needs and improving English teaching in more than 80 countries. The program exposes participants to U.S. culture and democratic values through English language scholarships for underserved learners, professional development opportunities for teachers and administrators, and programming for alumni.

Position Description

The Program Officer III (PO III) is a member of the Finance and Contract Team working in partnership with Contract Management Services (CMS), Procurement/Purchasing, and other FHI 360 units to assist the Project Manager (Finance and Contracts) to efficiently operate and maintain the portfolio of sub-awards, community-based members (CBM) partners, and consultant agreements.

Job Summary / Responsibilities :

Manage Subaward Portfolio:

  • Supports the Project Manager (Finance and Contracts) with reviewing and developing the sub-award solicitation process (RFA and RFP) in collaboration with the Teacher Engagement team.

  • Supports the Project Manager (Finance and Contracts) with reviewing proposals and negotiating sub-award scopes of work and budgets, including formulating BAFO questions and requests in collaboration with the Teacher Engagement team.

  • Works closely with finance Program Officers and the Teacher Engagement Team to conduct the pre-award assessments and prepare the subaward packets for Project Manager (Finance and Contracts) review.

  • Works closely with FHI 360 CMS during the sub-award package submission and approval process.

  • Reviews subawards financial reports and processes invoices for payment as needed.

  • Works closely with finance Program Officers (as applicable) in all activities related to the modification and close-out of sub-awards, coordinating closely with other FHI 360 units to ensure compliance with the close-out protocol.

  • Provides orientation, on-the-job training, and capacity building to finance junior Program Officers on subawards management.

  • Supports the Project Manager (Finance and Contracts) in managing subawards cost-share reporting to ensure that targets and requirements are met.

  • Supports the Project Manager (Finance and Contracts) in preparing and submitting FFATA reports ensuring compliance with requirements.

    Manage Service Agreements with Community-Based Members (CBMs):

    • Supports the Project Manager (Finance and Contracts) with reviewing and developing the CBM solicitation process (RFA and RFP) in collaboration with the Teacher Engagement team.

    • Supports the Project Manager (Finance and Contracts) with reviewing proposals and negotiating CBM scopes of work and budgets, including formulating BAFO questions and requests in collaboration with the Teacher Engagement team.

    • Works closely with finance Program Officers and the Teacher Engagement Team to prepare the CBM Service Agreement packets for the Project Manager (Finance and Contracts) review.

    • Works closely with the FHI 360 Purchasing Department during the CBM Service Agreement package submission and approval process.

    • Reviews CBMs financial reports and processes invoices for payment as needed.

    • Works closely with finance Program Officers in all activities related to the modification and close-out of CBM service agreements, coordinating closely with other FHI 360 units to ensure compliance with the close-out protocol.

    • Provides orientation, on-the-job training, and capacity building to finance junior Program Officers on CBMs service agreement management.

    • Supports the Project Manager (Finance and Contracts) in managing CBM service agreements cost-share reporting (when required) to ensure that targets and requirements are met.

      Management of Consultant Portfolio:

      • Supports the Project Manager (Finance and Contracts) in recruiting and hiring consultants, including ensuring proper competition of positions and drafting consultant agreements based on scopes of work and budgets provided by the Teacher Engagement Team per client request.
      • Supports the Project Manager (Finance and Contracts) in managing consultant agreements, including modifications, payments, travel arrangements, and closeout in collaboration with the finance Program Officers.
      • Reviews and ensures that Consultants Management Trackers are up-to-date at all times, including deliverables tracking, timelines, and invoicing.
      • Provides orientation, on-the-job training, and capacity building to finance junior Program Officers on consultant management.

        Other support:

        • Serves as a backstop for the Project Manager (Contract and Finance) in:
          • Reviewing and approving the service agreement procurement packages, including but not limited to the source selection memo, service agreements, client approvals, Costpoint approval emails, and payment memos required by the FHI 360 Procurement team.
          • Signing and approving requisitions, payments, and other requests needing finance approval.
          • Supports the Project Manager (Finance and Contracts) in preparing and submitting accruals reports.
          • Supports FHI 360 internal and external audit requests.
          • Performs other duties as assigned.

            Applied Knowledge & Skills:

            • Advanced knowledge of USG rules and regulations required for assistance (cooperative agreements and grants).
            • Strong and solid command of procedures requiring comprehensive knowledge of contracting principles.
            • Proven skills in the development of SOWs, negotiations, sub-award management, and procurement.
            • Critical thinking and stronger analytical skills applied to successful completion of tasks.
            • Independently use technology to perform work. Ensure integrity of systems, internal controls and data, including recommending modifications for further strengthening as indicated.
            • Demonstrated ability to apply technology to facilitate procedures and achieve project goals and objectives.
            • Excellent oral and written communication skills.
            • Must have attention to detail.
            • Excellent organizational skills and strong ability to manage and meet multiple tasks.
            • Ability to work independently and prioritize tasks.
            • Ability to interact professionally in culturally diverse settings.
            • Ability to research and interpret information to respond to inquiries.

              Education:

              • Bachelor's Degree or its International Equivalent.

                Experience:

                • Required 6+ years’ of relevant work experience, with at least 4 years in a contracting position either in the Federal Government or a Non-governmental Organization (NGO).
                • Advanced (above intermediate) knowledge of donor (USG) rules and regulations applicable to the project.
                • Advanced understanding of contracting concepts and principles.
                • Effective oral and written communication skills.
                • Strong organizational skills and project management skills.
                • Manage a variety of activities and pay close attention to detail.
                • Proficiency in word processing, spreadsheets, and Internet capabilities.
                • Read, write and speak fluent English.

                  The expected US-based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

                  Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

                  US Based Hiring Salary Range: $85,000 - $107,000
