DNP: $172,176- 183,136/yr
MD- $276,475- 294,172/yr

This is a full-time position, 40 hours per week, between Monday and Friday, typical daytime business hours. This position involves clinical work with other responsibilities performed in-person at Cascadia's Urgent Walk-In Clinic (UWIC) in SE Portland, off of Division St. The incumbent will provide care in UWIC, supervision/coordination of UWIC medical staff, consultation with UWIC clinical staff, and consultation with Cascadia's Project Respond staff.
The Program Medical Director will provide psychiatric assessments and medication management to consumers, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Medical Director understand the effects of trauma on health, coping, and other aspects of the lives of those we serve.
Services provided may range from one-time consultations to internal staff or external partner providers/agencies to providing and supervising temporary services.
The Medical Director will provide clinical supervision and leadership to psychiatric medical providers; provide administrative direction to direct report staff; develop protocols and standard operating procedures; provide as needed medical triage and support to UWIC and Project Respond teams. The Medical Director will provide formal and informal case consultation to therapists and other treatment team members and coordinate care with primary care and other external care providers serving individual consumers, as per community standards. This position is also responsible for providing case consultation and support to family and/or other members of individual consumer's support systems, as needed

Essential Duties:
This position description is not intended to be an all-inclusive list of responsibilities or an all inclusive job description.
  • Utilize Quality Improvement (QI) principles to integrate best practices into the day-to-day operations, including Trauma Informed Care and Motivational Interviewing.
  • Provide appropriate and high quality mental health care to consumers that are consistent with community standards.
    • Provide psychiatric assessments for consumers enrolled in Crisis Services via Urgent Walk-in Clinic.
    • Provide medication consultation and management for consumers including supplying prescriptions and providing ongoing assessment of medication effectiveness, safety, and appropriateness.
    • Determine medical necessity and appropriateness of mental health services for consumers.
    • Monitor medications in a manner that is respectful of consumers concerns and goals.
    • Maintain accurate and up-to-date documentation on consumer care, following agency requirements for clinical and billing purposes. Deliver timely, accurate, and professional documentation.
    • Document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation as required, associated with billing, assessment, treatment, clients progress and other activities. Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
    • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Provide case consultation to Cascadia clinicians working in the areas of directors responsibility.
  • Work cooperatively with other treatment team members in the service of consumers.
  • Work cooperatively with external care providers and support system members in the service of consumers.
  • Participate in scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Provide medical supervision to other LMPs (Licensed Medical Providers or Practitioners) staff who are seeing clients enrolled in programs in the area of directors responsibility.
  • Advise the Chief Medical Officer in medical staffing requirements and scheduling medical coverage for medical centers.
  • Assist the Chief Medical Officer in the selection and evaluation of provider staff
  • Determine medical necessity and appropriateness of mental health services for consumers across programs.
  • Serve as point person for recruitment and retention initiatives for LMPs in the area of directors responsibility.
  • Organize appropriate LMP coverage during times of vacation and leaves of absences.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for clients/residents and staff.
  • Demonstrate responsibility for safety of consumers and/or residents, staff and property; demonstrate familiarity with fire regulations and evacuation procedures.
  • Provide input on all relevant documentation and procedural requirements.
  • Complete annual employee training requirements on a timely basis per agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
  • Perform other duties as assigned.

Qualifications:
  • Oregon MD or DNP license, unencumbered
  • DEA certification.
  • 8 years of clinical experience with a community mental health clinic population.
  • Leadership experience preferred.
  • Sufficient computer skills to complete documentation in an electronic medical records system in a timely manner
  • Provide care in a setting consistent with the principles of collaborative care informed by stages of change models
  • Ability to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions
  • Work is performed in a typical clinical setting. As such, the setting is not secure, and the Medical Director will be responsible for creating a safe environment within the meeting area. In some cases, safety personnel may be available to assist with this goal. Medical Director will be provided with a private room in which to meet with consumers, complete with appropriate tools with which to meet the requirements of their work (e.g.- computer, printer, scale, etc.). Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.
  • Mental Demands: The Medical Director must be able to handle a variable workflow, manage time effectively, prioritize activities, and help managers and supervisors with all aspects of day-to-day functions of clinical programs. The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
  • Physical Demands: The Medical Director must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations. The Director must be able to escort clients between waiting areas and their meeting space, before and after the encounter.
