Position Summary
Nomi Network seeks a passionate and resourceful Program Manager to spearhead the launch and ongoing management of our adult workforce development program in Houston, Texas.
  • This program will equip survivors of human trafficking with the skills and support needed to secure safe and sustainable employment, paving the path towards financial independence and long-term well-being.
  • This dynamic and impactful role offers a unique opportunity to make a tangible difference in the lives of those caught in the cycle of exploitation.

Job Details:
  • Location:  Houston, TX - remote to start, but will transition to in-person hybrid
  • Position status: Full-time, Exempt
  • Reports to: Director of U.S. Programs 
  • Schedule: M-F business hours and occasional weekend event-related work
  • Travel: Up to three times per year for staff retreat-related travel

Responsibilities
Program Build and Launch (Year 1):
  • Program Design and Development: Work with the Director of US Programs to lead the comprehensive design and development of the workforce development program, including curriculum creation, service delivery model, program and office locations, and resource allocation.
  • Research and Analysis: Conduct in-depth research and data analysis to understand the needs of survivors, local employment trends, and best practices in workforce development for vulnerable populations.
  • Partnership Building: Forge strategic partnerships with relevant organizations, such as employment agencies, training providers, and survivor support services, to create a robust referral network and support system.
  • Comply with Funding Sources: Ensure program structure complies with funding sources to achieve program metrics.
  • Team Building: Hire and onboard a skilled and compassionate staff, including trainers, case managers, and support personnel, fostering a collaborative and survivor-centered environment.
  • Program Operations: Establish program policies and procedures, ensuring compliance with funding regulations and best practices in survivor support.

Program Implementation and Management (Ongoing):
  • Day-to-Day Operations: Oversee the program's daily operations, ensuring smooth and efficient service delivery for participants.
  • Staff Leadership: Provide ongoing coaching and support to program staff, maintaining high-performance standards, fostering professional development, and honoring Nomi Network’s values of Purpose, Compassion, Continuous Learning, Ownership, and Service.
  • Monitoring and Evaluation: Implement data collection and reporting systems to track program progress, measure impact, and inform continuous improvement.
  • Monitor Appropriate Trends:  Monitor trends of human trafficking and workforce development, best practices, government actions, and legislation that pertains to program work or impact.
  • Community Engagement: Build strong relationships with stakeholders in the Houston community, including government agencies, law enforcement, and social service providers.

Additional Responsibilities:
  • Represent Nomi Network at relevant conferences and events.
  • Participate in fundraising activities and development efforts related to the Houston program.
  • Stay informed about current trends and best practices in human trafficking, survivor support, trauma-informed practices, and workforce development.

Required Qualifications:
  • Bachelor’s degree in a related field and 5+ years of program management experience OR comparable lived experience. 
  • 3+ years of supervisory experience.  

Preferred Qualifications
  • Masters degree in related field and 3 years of program management experience. 
  • 3+ years of supervisory experience.  

Physical Requirements:
  • The position functions in a standard office environment that requires the ability to successfully interface with standard office equipment such as computers, printers, copiers, and telephones.
  • Must be able to drive and have reliable transportation.
  • Sitting, standing, walking, and occasionally climbing stairs are typical activities in this role.
  • Talking (expressing or exchanging ideas through the spoken word) and hearing (perceiving the nature of sounds) are required.
  • Clarity of vision (i.e., working with small objects or reading small print) is required. 
  • The ability to lift objects up to 25 lbs is required.
