Job description

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job.  Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform work-related tasks other than those specifically listed in this description.  This job description is not a "contract" between the employee and the Authority.  The job duties and essential functions may be changed at the discretion of the CEO/General Manager.  

 

SUMMARY: 

The Program Manager, WWT Data Quality is responsible for obtaining and maintaining National Environmental Laboratory Accreditation Program (NELAP) certification for DC Water's Wastewater Laboratory. This includes developing, implementing and managing quality assurance and quality control (QAQC) programs for DC Water's Main Laboratory, Research and Development, Pretreatment programs, and Water Quality; evaluating the effectiveness and efficiency of sampling and analytical procedures; the quality assurance process and sampling and analytical procedures; developing and implementing quality control procedures; improving data management tools; and staying abreast of state-of-the-art laboratory technology, EPA, environmental and OSHA regulations, and good lab practices. 

 

ESSENTIAL FUNCTIONS: 

  • Develops, implements and manages QA/QC program analytical data for Wastewater and Water Laboratories and field analysis by operators.  
  • Develops, implements and manages a QA/QC program for routine laboratory stations as required for obtaining and complying with NELAP certification requirements (Blue Plains Laboratory).  Responsibilities include, but are not limited to, calibrations and instrument repair, data analysis, method verification and validation, proficiency testing, conducting analytical Data Quality control reviews and audits, administering the annual USEPA Discharge Monitoring Report Quality Assurance Study, application of statistical techniques, review and approval of data, data management, and other related duties. Recommends policies, procedures, methods, and practices to sample and analyze samples for NPDES permit compliance and planning and process control. Enhances the safety, quality, effectiveness, and efficiency of sampling and analytical activities.  
  • Evaluates alternative analytical methods, makes recommendations for adoption of new methods or equipment to improve efficiency and reliability, and develops standard operating procedures and training materials to oversee implementation. 
  • Oversees quality assurance for regulatory field analytical work performed by Operations Department.  
  • Manages and administers Data Quality assurance program for conventional analyses conducted by the Research and Development group and as part of DC Water's Advanced Research and Technology (ART) program.  Responsible for the development of methods and standard operating procedures for conducting specialized or developmental tests used in research studies.  Responsible for Data Quality assurance from online sensors used for process monitoring and control of research pilots and demonstration systems.   
  • Develops and manages Data Quality assurance program for Pretreatment program and biosolids analyses sent to the commercial laboratories, including data verification and validation. 
  • Develops and manages quality assurance program for analytical monitoring and verification that quality of plant process chemicals meets specifications.   
  • Utilizes the plant wide process control and laboratory database and analyzes laboratory data and other reports for process, planning, and permit compliance. Evaluates quality assurance requirements and objectives and develops and implements data management tools. Conducts and inspects data entry and conducts quality control reviews and audits.  
  • Develops and manages special studies and investigations to resolve discrepancies with laboratory data, demonstrate proficiency, and evaluate compliance with quality assurance practices. 
  • Prepares routine and technical reports and documents, including, but not limited to, QA/QC plans, audit reports, corrective action reports, standard operating procedures, and guidance documents.  
  • Plans work activities, develops schedules, and coordinates activities with co-workers, contractors, and consultants, as needed. Identifies training needs, develops training materials, and serves as a resource in teaching and guiding others in developing skills and knowledge. Establishes, demonstrates, and enforces high standards for safety, quality of work performed, and productivity. Reports all hazards to the appropriate supervisor to ensure that safety and environmental hazards are corrected. 
  • Manages the procurement of goods and services, and ensures timely payment of invoices.  Tracks expenditures to ensure compliance with budget constraints.  
  • Performs other duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships:  Interacts with co-workers in the department and throughout the Authority and with customers, consultants, contractors, and other government agencies.  

 

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:  

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily.  Reasonable amounts of training are provided.   

  • Bachelor's degree in Environmental Science, Environmental Engineering or related field from an accredited college or university and five (5) years of progressive experience related to regulatory compliance, quality control and data management, and wastewater treatment processes; or equivalent combination of education and experience.  
  • Must possess and maintain current, or acquire within 3 years from date of hire and maintain current, a valid Class III ABC certification, or equivalent class from Maryland or Virginia or Laboratory certification. 
  • Knowledge of occupational hazards and the necessity for adherence to safety precautions.  Knowledge of applicable EPA and District regulations. 
  • Skilled in performing comprehensive program evaluation, statistical and data analysis. 
  • Strong knowledge of basic sciences, including chemistry, biology, and wastewater treatment processes.  
  • Ability to communicate effectively both orally and in writing. 
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e., Word, Excel, email, databases, etc.).
