Program Manager - BSSC124019
General Description:
Under general direction, performs complex administrative and professional work at the
advanced level in managing several major program components within an office or
organizational unit in the Bureau for Social Services. Programs are managed over a specified geographic region of the state, or statewide. Responsibilities include supervision of Program Specialist, grant and contract monitoring, planning, policy development, direction, coordination, and administration of the operation of major program components in the area of human services. Issues may be controversial in nature and work requires the ability to persuade or dissuade others on major policy and program matters.
This position would manage the daily operations of the staff that work in the Interstate
Compact Unit. This unit handles all Interstate Compact for the Placement of Children cases statewide that fall under the WV §49- 7-101 to ensure compliance as set forth in code. The program requires the use of a national electronic database between states. This position wouldwork with the WV Management Information System team to ensure compliance with the requirements for utilizing the national database and work through any system errors. Management of cases that fall under the Interstate Compact on Adoption and MedicalAssistance program would also be under this unit’s responsibilities. This position also serves asthe point of contact between other States that have signed to comply with both Compacts, as well as community stakeholders and Department leadership. This position would hold the title of Deputy Compact Administrator for ICPC and ICAMA. Performs related work as required.
Applicants must possess a valid WV driver’s license, and reliable transportation. Applicants also must have strong communication skills, both oral and written, and maintain detailed records and extensive documentation. Frequent travel may be required. Successful completion of a background check is required for employment.
Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university.
Experience: Five (5) years of full-time or equivalent part-time experience in the program area or related field.
Preferred Additional Qualifications:
- Demonstrated experience in child welfare.
- Two (2) years of experience in Program Administration Previous experience with the Bureau for Social Services
