We are currently seeking the following position:

JOB TITLE:

PROGRAM MANAGER/TECHNICAL SUBJECT MATTER EXPERT

JOB PURPOSE:

JOB DUTIES AND RESPONSIBILITIES:

  • Support the Government CNAL MHE/SMSE Program Manager in the daily execution of the MHE/SMSE program.
  • Serve as the contractor's point of contact to the Government's Contracting Officer's Representative (COR).
  • Technical Subject Matter Expert (SME) on MHE/SMSE maintenance and repair.
  • Provide management oversight of repair parts inventory and Other Direct Cost contract funding.
  • Coordinate plans and schedules with CNAL and individual ships to deliver ship-assigned MHE/SMSE to building W-127 timeframes and return of repaired MHE/SMSE. To support ship operating schedules, maintain communication and coordination with CNAL, ship, NAVSUP WSS, and SMSE repairs.
  • Evaluate MHE/SMSE for repair (O and I level), overhaul (D level), or replacement.
  • Test MHE/SMSE using approved pass/fail guidelines in accordance with NAVSUP P-538.
  • Recommend equipment for overhaul (D-level repair) under the Service Life Extension Program (SLEP).
  • Recommend replacement when warranted.
  • When approved by CNAL MHE/SMSE Program Manager, plan, coordinate, and manage the overhaul of MHE/SMSE in accordance with the Processing Guide.
  • Validate shipboard allowances of MHE/SMSE using the Configuration Data Managers Database - Open Architecture (CDMD-OA). Report discrepancies to CNAL MHE/SMSE Program Manager and ISEA.
  • Validate Consolidated Shipboard Allowance List (COSAL) support of unit-assigned equipment. Report discrepancies to CNAL MHE Program Manager and ISEA.
  • Conduct 1st Article/prototype testing of MHE/SMSE when directed by the CNAL MHE/SMSE Program Manager (typically 1 per year).
  • Conduct testing in accordance with the ISEA-provided plan/checklist.
  • Collect performance data.
  • Evaluate MHE/SMSE from a maintenance and repair perspective.
  • Evaluate required operational capabilities and practical design modifications.
  • Review technical documentation for errors and/or omissions.
  • Review supply support allowances for adequacy.
  • Review introduction plans for new MHE/SMSE. Participate in reviews and teleconferences.
  • Serve as Technical Advisor for equipment compatibility with ship/shore designs, conversions, or mission requirements.
  • Report findings and recommendations to CNAL MHE/SMSE Program Manager and ISEA.
  • Evaluate ship generated COSAL change requests and provide recommendations to CNAL MHE/SMSE Program Manager and ISEA.
  • Review ship-generated Quality Deficiency Reports before sending them to CNAL MHE/SMSE Program Manager and ISEA (approximately per year).
  • Recommend revision to inspection criteria as necessary.
  • Submit Monthly Report by the 5th business day of the following month.
  • Attend local meetings and teleconferences on a reoccurring and ad hoc basis to lend subject matter expertise on MHE/SMSE-related Reoccurring meetings include the following:
  • Quarterly Planning Reviews (QPR)
  • Work Definition Conferences (WDC)
  • Incremental Maintenance Plan (IMP) meeting
  • Maintenance actions performed by the ship.
  • Open requests for facility maintenance.
  • List of inoperable maintenance equipment
  • Safety mishaps/injuries, scheduled arrival/return of ship MHE/SMSE

REQUIRED QUALIFICATIONS:

  • Must be physically able to be on their feet for several hours daily.
  • must lift 50 pounds to operate hand dollies and pallet jacks to move parts and materials, as required.
  • Must be able to obtain and maintain a DoD Secret Security Clearance.

EDUCATION:

  • High School or greater

EXPERIENCE(REQUIRED):

  • A minimum of 6 years of experience managing an MHE/SMSE maintenance operation or equivalent (such as a vehicle flee construction equipment maintenance operation).
  • A minimum of 12 years of experience operating and repairing MHE/SMSE, which includes a
  • minimum of 5 years of experience repairing and managing ordnance handling equipment.
  • Experience may have been earned concurrently.

CERTIFICATIONS:

  • Valid licensed driver
  • Completion of ten (10) hours of OSHA General Industry Outreach Training and a holder of the OSHA General Industry 10 card.

PREFERRED QUALIFICATIONS:

  • Active DoD Secret Clearance
  • PMP certification

Failure to sign the release or cooperate in test procedures shall be deemed a withdrawal of the employment application.
