In accordance with the Agency’s mission statement, policies and procedures, professional Code of Ethics, State of Michigan licensing, contracts, funding, and COA standards; the Program Manager is responsible for managing the Independent Living and Transitional Living Programs and providing direct supervision to the Community IL Supervisor and the SHDA Supervisor. 

  

Tasks of the Position 

Supervises the Community IL and SHDA Supervisors in the day-to-day performance of their positions. Ensures that project/department milestones/goals are met.  

Interviews and assess new clients through the evaluation of data and meeting with youth. Coordinate outside assessments in areas such as psychological and medical testing when appropriate. Ensure all initial assessments are completed timely. 

Ensures that operations are consistent and efficient by implementing agency goals and strategic direction. Extensive knowledge of department processes. 

Conducts EOS Level10, with the team, completes supervision meetings, quarterly conversations, and other agency meetings, with data-informed input, reporting on key metrics. 

Develop and implement continuous quality improvement methods, including staff retention. 

Prepares for and participates in agency meetings as a representative of the independent and Transitional Living programming. 

Serve as an advocate for youth aging out of foster care through agency representation in the community and work in collaboration with others to secure needed resources.  

Provides leadership for the planning, implementation, and management of the independent and Transitional Living program. 

Manages and is accountable for program budgets and the cost-effective operations of assigned areas. Manages the effective utilization and development of staff to enhance service delivery. 

Maintains accurate records that are compatible with those maintained by the agency for the purpose of deriving statistics, meeting legal requirements for program and client records, and compiling program reports as may be requested by management. 

Functions in a supportive and leadership role for Host Home Adults and Home Providers. Participates in continuous quality improvement. 

Stays informed of current practice developments within the profession. 

Utilizes supervision, educational, and training opportunities to further professional development. 

Maintains a flexible work schedule that provides accessibility that supports the needs of the community-based environment. 

Oversees emergencies and communicates with the President when necessary.  

Maintains records, prepares reports, and composes correspondence.  

Plans and organizes work to meet all job requirements according to agency and COA standards, licensing, and funding requirements. 

Performs all other duties as required or requested by the agency. 

Work a flexible schedule including evenings and weekends as needed. 


Knowledge/Skills/Abilities  

Knowledge of principles, practices, and techniques of social work, and social service administration. Skilled in supervisory methods and techniques, including leadership and motivating employees. 

Knowledge of DHHS and CMO policies as they relate to Community IL/P practices. 

Knowledge of clinical theories, therapeutic interventions, psychotropic medications, clinical assessment skills, and diagnosing. 

Skilled in evaluating the effectiveness of administrative and operational programs and in implementing changes to provide for more effective and efficient operations. 

Ability to work independently in the field and to use team resources/supervision to enhance performance. Ability to assess client mental health symptoms and service needs. 

Ability to be flexible in prioritizing in a changing system. 

Demonstrated personal integrity and professional demeanor in accordance with the ethics of the agency and profession. 

Demonstrated effective verbal and written communication skills to compose and/or edit written materials. Knowledge of current practice developments within the profession and using educational and training opportunities to ensure continual professional competence. 

Ability to work cooperatively and in collaboration to establish rapport with Vista Maria staff and representatives of other agencies, Host Home Adults and Home Providers, planning families, schools, and employers. 

Demonstrated skills in organization, priority/time management, problem solving, and conflict resolution. Demonstrated ability to interact positively in a culturally diverse environment and to deal effectively with various levels of Vista Maria personnel, outside customers, and community groups. 

Ability to observe, recognize, analyze, and report on direct reports behavior, attitudinal, emotional, and social problems, and the ability to develop a plan of action with the Specialists for resolution. 

Supervisory Responsibility 

Directly supervises the Community IL and SHDA Supervisors. Fulfills supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, performance management, disciplinary process, training, and coaching. 


Qualifications (Education / Training) 

Required: 

Bachelor’s Degree (appropriate human services major) from an accredited school. 

Five (5) years of progressive supervisory/administrative experience working with children, youth, and families in a community setting. Valid Michigan driver’s license without relevant restrictions. 

Completion of CWI (Child Welfare Institute) training required by the State of Michigan. 


Preferred: 

Master’s degree from an accredited school with appropriate licensure.
