The Program Manager for the Homeless Veteran Reintegration Program (HVRP) shoulders a critical responsibility – overseeing the program's overall success in empowering veterans to overcome homelessness, achieve self-sufficiency and live fulfilling lives.
Duties are wide-ranging and require a blend of leadership, social service expertise and financial acumen. In addition, the HVRP Program Manager provides program oversight including staff leadership and performance management, fiscal administration, data collection and reporting, regulation compliance, veteran-related training, job placement and supportive services.
Essential Functions
- Provide direct supervision and oversight of the Homeless Veteran Reintegration Program (HVRP) to ensure program compliance
- Oversee essential HVRP funding grant requirements including but not limited to, eligible enrollments, ensuring adequate grant-required enrollments, and supervising appropriate financial assistance spending
- Provide direct supervision of HVRP staff, provide program guidance and performance management
- Participate in local outreach and collaborative efforts to reach goals with necessary partner entities
- Implement policy or accreditation standards to ensure organizational compliance
- Review annual training schedule for all HVRP staff per program requirements
- Provide leadership and management of program quality assurance strategies
- Review documentation needed for grant compliance
- Responsible for timely completion of quarterly and year end reports to the Department of Labor
- Regularly monitor information systems and work with consultants to implement the necessary changes for program compliance and reporting
Required Education, Experience or Eligibility Qualifications
- Bachelor’s degree in social services or related field and minimum five (5) years of program management in the non-profit sector as well as demonstrated experience overseeing training and professional development programs
- Familiar with veteran services and primarily supportive services for veteran families or human service program delivery
- Must possess a valid driver’s license with an insured, reliable vehicle and acceptable driving record

Supervisory Responsibilities
This position has supervisory responsibilities. May also serve as a coach and mentor for other positions within the organization when requested by Program Manager.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday 8:30 a.m. to 4:30 p.m. Occasional evening and weekend work may be required as job duties demand.
Travel
Travel is primarily locally during the business day, although some out of the area travel and overnight may be expected.
